Regular Meeting December 4, 2007 Page 10 <br />franchise fee, which means rates will go up for residential services due to <br />the increases in fuel, price of trucks, and growth rate of community. Mr. <br />Guerrero inquired to the advantages of twice a week or once a week. Mr. <br />O'Leary stated the advantages for once a week pick -up is the reduction in <br />the wear on roads, emissions, beautification of only having trash out once a <br />week and lower cost to the residents. He stated the advantages for the <br />commercial are reduction in the number of trucks, single point of contact, <br />franchise fees and forecasted rates. He stated currently there is no way to <br />keep up with who is doing business in downtown and may not be paying the <br />franchise fee. He also stated Staff is close to bringing something to <br />Council, but at this point Council can take things off the table. He stated <br />there have been some late developments that require more discussion and <br />there have also been some legal issues that have slowed down the process. <br />Mr. Guerrero stated he has some concerns in regards to once a week pickup. <br />He inquired to the TDS mention of additional receptacles. Mr. O'Leary <br />stated TDS has an option of two bins and the smaller carts are also <br />available. Mr. Thomaides inquired to the difference in the commercial daily <br />rates of roll off dumpsters. He inquired to whether the different current <br />rates would be matched. Mr. O'Leary stated he feels the rates would be <br />less. Mr. Bose inquired to the curbside service configuration with <br />apartments. Mr. O'Leary stated apartments would pay a separate amount if <br />they choose to participate in the program. Mr. Bose inquired to whether <br />there is an insurance requirement. Mr. Mendoza stated there is a permittin <br />for commercial haulers. He also stated there is a $100 annual fee and the <br />application process requires proof of insurance. Ms. Porterfield inquired <br />to whether a reduction in trash pickup would change the amount of service <br />provided for environmental health or neighborhood cleanups. Mr. O'Leary <br />stated Staff is experienced with the clean ups now and this number can be <br />indicated in the contract. Mayor Narvaiz stated the current contract was <br />for 5 years with option to renew for another 5. She inquired to whether <br />there is an option to renew for a shorter period to investigate other <br />options. Mr. O'Leary stated he would be surprised if they would not. Ms. <br />Porterfield stated she is not opposed for a regulatory ordinance or bids on <br />commercial and she is fine with the residential issues. Mr. Bose stated he <br />supports once a week curbside service and look at what we can get for <br />commercial. Mr. Guerrero stated he agrees with Ms. Porterfield. Mr. <br />Thomaides stated he does want to include the commercial options unless the <br />single provider is TDS. If not TDS, Mr. Thomaides is not interested in Sole <br />providership for commercial. Ms. Couch stated she feels the residential <br />vendor has done a great job and the problems the citizens are having is with <br />the commercial vendors. She stated she feels these are separate issues and <br />she wants to move forward with residential contract discussions. Mayor <br />Narvaiz stated she feels instead of regulating commercial, the enforcement <br />of commercial litter issues should be reviewed. Mr. Jones stated since the <br />commercial aspect doesn't affect residential, he is interested in looking a <br />the commercial side. Mr. Guerrero stated he understands Mr. Jones' concern <br />and he would like to see our residential vendors' commercial options. Ms. <br />
