Hopkins Street— Preliminary Engineering <br />Attachment A <br />January 22, 2015 <br />(3) Develop conceptual schematic design documents based on public input. <br />(a) Prepare a plan and profile schematic layout on a roll plot at 1" = 100' scale of the <br />preliminary design developed using the information from the Complete Street Analysis <br />(5.A.1). <br />(b) Include proposed roadway improvements (curb, sidewalk, bus pads, and medians) and <br />typical sections at select locations. <br />(c) Coordinate with TxDOT to obtain concurrence on selected final proposed roadway <br />improvements. TxDOT coordination will include sending them a copy of the schematic <br />(PDF) and conducting 2 meetings. <br />(d) Roadway design will be based on TxDOT criteria. <br />(4) Identify ROW and Easement acquisition needs /requirements based on the schematic <br />design. <br />(5) Provide updated opinions of probable construction costs including alternate pavement <br />sections, which include estimates of contingencies. In arriving at its opinion of probable <br />construction cost for the Project, FNI will utilize locally advertised average unit cost and /or <br />TxDOT average unit cost. <br />B. Pavement Design <br />(1) Design pavement sections using TxDOT pavement design criteria. <br />(2) Prepare pavement design report for submittal, review and approval by TxDOT. <br />C. Utility Coordination <br />(1) Coordinate with local franchise utility companies to determine which agencies have <br />facilities within the project limits. <br />(2) Provide a location map of the project to franchise utilities (Telecom, Gas, etc.) and request <br />block maps, GIS data, and /or as -built drawings. Incorporate data collected into base files to <br />be displayed on the schematic. <br />D. Deliverables: Conceptual schematic design documents and updated opinions of probable <br />construction cost that will be used for the second public meeting and to establish the design <br />components for the 30% design submittal. <br />6. Public Involvement <br />A. Assist the City in conducting two (2) public meetings and one (1) Council presentation: <br />(1) The first public meeting would describe the project, present the staff recommended <br />surface improvements (2013 FNI work product) as starting point for community feedback <br />(surface /transportation design sections and plan view, discuss alternatives /options) as well <br />as preliminary streetscape concept designs . Additionally, the first public meeting will be <br />used to gather information from residents regarding local drainage /flooding concerns. <br />(2) The second public meeting would be to report backto the public on modifications made to <br />the design based on the first meeting and any comments received during the comment <br />period, report on the results of the drainage study, and solidify support before presenting <br />the project to the City Council. <br />(3) Assist City Staff in presenting the results of the drainage study, public input process, <br />opinions of probable construction cost, and phasing recommendations at a City Council <br />work session or meeting. <br />[OFF14041] L: \OLCR \San Marcos <br />
