<br />37 <br /> <br />Regular Meeting <br /> <br />January 12, 1987 <br /> <br />Page 3 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, ORDERING A JOINT GENERAL ELECTION BY <br />SAID CITY AND THE SAN MARCOS CONSOLIDATED INDEPENDENT <br />SCHOOL DISTRICT TO BE HELD IN TEE CITY OF SAN MARCOS, <br />TEXAS ON APRIL 4, 1987 FOR THE PURPOSE OF ELECTING A <br />CITY COUNCIL MEMBER, PLACE THREE, AND A CITY COUNCIL <br />MEMBER, PLACE FOUR, AND SAID JOINT GENERAL ELECTION <br />TO BE hELD WITHIN AND WITHOUT THE CORPORATE LIMITS OF <br />SAID CITY FOR THE PURPOSE OF ELECTING A SCHOOL DISTRICT <br />BOARD OF TRUSTEES MEMBER, PLACE FIVE, A SCHOOL DISTRICT <br />BOARD OF TRUSTEES MEMBER, PLACE SIX, AND A SCHOOL DIS- <br />TRICT BOARD OF TRUSTEES MEMBER, PLACE SEVEN, ESTABLISH- <br />ING THE RATE OF COMPENSATION TO BE PAID JUDGES, CLERKS <br />AND ASSISTANTS TO THE TABULATION SUPERVISOR FOR SERVICES <br />RENDERED DURING SAID ELECTION, MAKING PROVISIONS FOR <br />THE CONDUCT OF THE ELECTION AND OTHER PROVISIONS INCI- <br />DENT TO THE PURPOSES OF THIS ORDINANCE AND DECLARING <br />AN EMERGENCY. <br /> <br />Mr. Farr moved for adoption of the Ordinance on emergency and Ms. Kissler <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OÞ THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 29-132 OF THE SAN <br />MARCOS CODE OF ORDINANCES BY PROVIDING FOR A 45 MPE <br />SPEED LIMIT ON FM 3407 (WONDER WORLD DRIVE) AND <br />ESTABLISHING AN EFFECTIVE DATE. <br /> <br />Mr. Guerra moved for approval of the Ordinance on first reading and <br />Mr. Brown seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS AMENDING THAT ORDINANCE ADOPTED SEPTEM- <br />BER 8, 1986 WHICH SET FORTH AN ITEMIZED ESTIMATE OF <br />THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT <br />OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FIS- <br />CAL YEAR BEGINNING OCTOBER 1,1986 AND ENDING ON SEP- <br />TEMBER 30, 1987, AND APPROPRIATED MONEY FOR THE VARIOUS <br />FUNDS AND PURPOSES OF SUCH ESTIMATE, TO REVISE SAID <br />ESTIMATES AND TO REAPPROPRIATE SAID FUNDS, ADOPTING <br />SAID REVISIONS AND ESTIMATES, AND DECLARING AN EFFECT- <br />IVE DATE. <br /> <br />Mr. Guerra moved for approval of the Ordinance on first reading and <br />Ms. Kissler seconded the motion. Mr. Gonzalez advised the Council <br />Exhibit A to the Ordinance is the budget to set up the Electric <br />Department, as was unanimously recommended by the Electric Board <br />to the Council. Mr. Gonzalez pointed out to the Council that some <br />line items were the City's and some were LCRA's, and are indicated <br />under the Schedule Reference Column as City for City line items and <br />Agent for LCRA line items. Mr. Gonzalez stated he thought LCRA had <br />been prudent and reasonable in the budget. Mr. Brown moved to amend <br />Exhibit H to adjust the budget for the monies from forefeiture of drug- <br />related investigations in the amount of $5,083 be placed in the Criminal <br />Investigation line item instead of the Police Administration line item, <br />as was requested by Chief Galchutt, and Ms. Kissler seconded the motion. <br />On roll call the following vote was recorded: <br />
