<br />39 <br /> <br />Regular Meeting <br /> <br />January 12, 1987 <br /> <br />Page 5 <br /> <br />Ordinance in Article X, Sec. 2-142 to add the following two sentences <br />after the first sentence in the Section: "Said Board shall consist <br />of five (5) citizens of the City of San Marcos, appointed by the City <br />Council to represent distinct geographic areas of said City charact- <br />erized by similar drainage and watershed boundaries delineated on <br />the Storm Water Management Area Map. A citizen appointed to repre- <br />sent a geographical area must reside in the geographical area he or <br />she is appointed to represent," and Mr. Farr seconded the motion, <br />which passed unanimously. The Council then voted unanimously for <br />approval of the Ordinance on second reading. <br /> <br />Mayor Younger introduced for consideration the determination of the <br />appointments to each Stormwater Management Area by Council Members <br />Brown, Coddington, Farr, Guerra and Nicola. Lots were drawn to repre- <br />sent the areas as follows: Brown - 4; Coddington - 3; Farr - 2; <br />Guerra - 1; and Nicola - 5. Mayor Younger and Mayor Pro-Tern Kissler <br />will appoint two members at large, and a discussion was held by the <br />Council that the Mayor and Mayor Pro-Tern's appointments be from the <br />Southern most area of the City or at least from the most drainage <br />impacted areas of the City. <br /> <br />Mayor Younger introduced for consideration approval of one Ordinance <br />on second reading and adoption of seven Ordinances on third and final <br />reading by consensus. Item 11.B. (5) was pulled from the consensus <br />agenda. Mr. Farr moved for approval of the one Ordinance on second <br />reading and adoption of the remaining six Ordinances on third and <br />final reading by consensus and Mr. Guerra seconded the motion, which <br />passed unanimously, with the record to reflect that Mayor Younger <br />ABSTAINED on Item llA. The captions of these Ordinances read as fol- <br />lows: <br /> <br />Consider approval of Ordinance on second reading: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, ABANDONING AND VACATING A PORTION OF <br />A SIXTEEN FOOT (16') WIDE ALLEY, AND BEING THAT POR- <br />TION vÅ’ICH ABU'I'S LOTS 33 AND 34 OF THE SECOND DIVISION <br />OF PARK ADDITION IN SAID CITY; AUTHORIZING THE MAYOR <br />OF SAID CITY TO EXECUTE SPECIAL WARRANTY DEEDS; RE- <br />FLECTING PAYMENT OF THE FAIR MARKET VALUE OF $180.00; <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Younger abstained from voting on the preceding Ordinance. <br /> <br />Consider adoption of Ordinances on third and final reading: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING CEAPTER 35, COMPREHENSIVE <br />DEVELOPMENT CODE OF THE SAN MARCOS CODE OF ORDINANCES, <br />BY THE ADDITION OF ARTICLE II, RESIDENTIAL SUBDIVISION <br />COMPATIBILITY, AND DECLARING AN EFFECTIVE DATE. <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THE SAN MARCOS CODE OF ORDIN- <br />ANCES BY THE ADDITION OF A PROVISION REFERRING TO <br />SITE PLAN APPROVAL IN SECTION 11(D) (1) (c) OF APPENDIX <br />A, GENERAL ZONING ORDINANCE, AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING APPENDIX C, SUBDIVISIONS, OF <br />THE SAN MARCOS CODE OF ORDINANCES BY THE ADDITION OF <br />A PROVISION REFERRING TO APPROVAL OF A SITE PLAN, AND <br />DECLARING AN EFFECTIVE DATE. <br />
