City Council Meeting Minutes February 3, 2015 <br />3. Receive a Staff presentation of research completed on Right -of -Way Fees, and <br />direction to Staff. <br />A motion was made by Council Member Hughson, seconded by Council Member Thomason, that <br />this Presentation be tabled to allow for Item #4 to be presented. The motion carried by the <br />following vote: <br />For: 5 - Mayor Guerrero, Council Member Thomason, Mayor Pro -Tem Prather, Council <br />Member Prewitt and Council Member Hughson <br />Against: 0 <br />Absent: 2 - Council Member Thomaides and Deputy Mayor Pro Tern Scott <br />Following the completion of Item #4 a motion was made by Mayor Pro -Tem Prather, seconded by <br />Council Member Thomason, that this Presentation be removed from the table. The motion <br />carried by the following vote: <br />For: 6 - Mayor Guerrero, Council Member Thomason, Deputy Mayor Pro Tern Scott, <br />Mayor Pro -Tem Prather, Council Member Prewitt and Council Member Hughson <br />Against: 0 <br />Absent: 1 - Council Member Thomaides <br />Laurie Moyer, Director of Engineering and Capital Improvements, provided the Council with a <br />presentation on the research completed on right -of -way fees. Council would like to see <br />addtional information on the cost to the City to coordinate the right -of -way closures. <br />4. Receive an update on the Market Street Report from the Greater San Marcos <br />Partnership, and provide direction to Staff. <br />Adriana Cruz, President of the Greater San Marcos Partnership, provided the Council with an <br />update on Phase 11 of the Economic Development Strategy which was the Target Business <br />Analysis conducted by Market Street Strategies. No direction was provided. <br />6:00 PM <br />III. Invocation <br />Jeff Kester with Baha'i Spiritual Assembly provided the invocation. <br />IV. Pledges Of Allegiance - United States And Texas <br />Matthew Estrada, a 4th grade student at Hernandez Elementary, led the assembly in the Pledges <br />of Allegiance. <br />V. 30 Minute Citizen Comment Period <br />Jean Baggett, San Marcos, spoke on Item #13 approving of the project. She stated that the <br />residents are very excited to see the City this far along on the process. She mentioned that this <br />project has been in the CIP since 2009. She stated that since this is a State roadway patches <br />normally involves overlays which create drainage issues when it rains. Some of these areas do <br />not even have curbs because of that reason. She stated that Hopkins is a major gateway, and <br />that they look forward to seeing it completed. <br />City of San Marcos Page 2 <br />
