City Council Meeting Minutes February 3, 2015 Grant to fund the City's Spay /Neuter Program in collaboration with Emancipet and select area veterinarians; authorizing the City Manager or his designee to act on the City's behalf with regard to the submission of this grant; and all other matters related to the grant; and declaring an effective date. 12. Consider approval of Resolution 2015 -09R, adopting guiding principles for the 2015 City of San Marcos Federal Policy Program activities, and declaring an effective date. 13. Consider approval of Resolution 2015 -10R approving an agreement between the City and Freese and Nichols, Inc. for the provision of Professional Engineering Services in connection with The Hopkins Street: Bishop to Moore Improvements Project in an amount not to exceed $485,000.00; contingent upon the consultant's provision of sufficient insurance in accordance with the attached agreement; authorizing the City Manager or his designee to execute this agreement on behalf of the City; and declaring an effective date. 14. Consider approval of Resolution 2015 -11 R approving Amendment No. 1 to the Service Contract for Wastewater Treatment Facilities Operations and Maintenance between the City and CH2M Hill to extend the contract for an additional five year term and modifying the total annual guaranteed maximum chemical utilization table; authorizing the City Manager or his designee to execute this Amendment No. 1 on behalf of the City; and declaring an effective date. 15. Consider approval of Resolution 2015 -12R approving a Wastewater Master Plan to guide the future maintenance and extension of the City's Wastewater Infrastructure; and declaring an effective date. 16. Consider approval of Resolution 2015 -13R approving an amendment to and renewal for an additional five years of an Agreement for Airport Management Services with Texas Aviation Partners, L.L.C.; authorizing the City Manager to execute this amendment and renewal on behalf of the City; and declaring an effective date. PUBLIC HEARINGS - 7:00 PM 17. 7:OOPM Receive a Staff presentation and hold a Public Hearing to receive comments for or against Ordinance 2015 -07 creating a Designated Permit Area under Section 82.189 of the San Marcos City Code that allows parking by permit only between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday on both sides of the 100 to 200 blocks of Ridgeway Drive; amending the Traffic Register to reflect such Designated Permit Area; and providing for an effective date; and consider approval of Ordinance 2015 -07, on the first of two readings. Ning Zou, Transportation Engineering Manager, provided the Council with a brief presentation on the request. Mayor Guerrero opened the Public Hearing at approximately 7:19 p.m. Kelly Slade, 112 Ridgeway, spoke in opposition of this item. She stated that her son signed the petition and he doesn't live at her residence, he was just visiting. She stated that she was curious if any of these signatures are invalid.
