City Council Meeting Minutes February 3, 2015 <br />Grant to fund the City's Spay /Neuter Program in collaboration with Emancipet and <br />select area veterinarians; authorizing the City Manager or his designee to act on the <br />City's behalf with regard to the submission of this grant; and all other matters related <br />to the grant; and declaring an effective date. <br />12. Consider approval of Resolution 2015 -09R, adopting guiding principles for the 2015 <br />City of San Marcos Federal Policy Program activities, and declaring an effective date. <br />13. Consider approval of Resolution 2015 -10R approving an agreement between the City <br />and Freese and Nichols, Inc. for the provision of Professional Engineering Services in <br />connection with The Hopkins Street: Bishop to Moore Improvements Project in an <br />amount not to exceed $485,000.00; contingent upon the consultant's provision of <br />sufficient insurance in accordance with the attached agreement; authorizing the City <br />Manager or his designee to execute this agreement on behalf of the City; and <br />declaring an effective date. <br />14. Consider approval of Resolution 2015 -11 R approving Amendment No. 1 to the <br />Service Contract for Wastewater Treatment Facilities Operations and Maintenance <br />between the City and CH2M Hill to extend the contract for an additional five year term <br />and modifying the total annual guaranteed maximum chemical utilization table; <br />authorizing the City Manager or his designee to execute this Amendment No. 1 on <br />behalf of the City; and declaring an effective date. <br />15. Consider approval of Resolution 2015 -12R approving a Wastewater Master Plan to <br />guide the future maintenance and extension of the City's Wastewater Infrastructure; <br />and declaring an effective date. <br />16. Consider approval of Resolution 2015 -13R approving an amendment to and renewal <br />for an additional five years of an Agreement for Airport Management Services with <br />Texas Aviation Partners, L.L.C.; authorizing the City Manager to execute this <br />amendment and renewal on behalf of the City; and declaring an effective date. <br />PUBLIC HEARINGS - 7:00 PM <br />17. 7:OOPM Receive a Staff presentation and hold a Public Hearing to receive comments <br />for or against Ordinance 2015 -07 creating a Designated Permit Area under Section <br />82.189 of the San Marcos City Code that allows parking by permit only between the <br />hours of 8:00 a.m. and 5:00 p.m., Monday through Friday on both sides of the 100 to <br />200 blocks of Ridgeway Drive; amending the Traffic Register to reflect such <br />Designated Permit Area; and providing for an effective date; and consider approval of <br />Ordinance 2015 -07, on the first of two readings. <br />Ning Zou, Transportation Engineering Manager, provided the Council with a brief presentation <br />on the request. <br />Mayor Guerrero opened the Public Hearing at approximately 7:19 p.m. <br />Kelly Slade, 112 Ridgeway, spoke in opposition of this item. She stated that her son signed the <br />petition and he doesn't live at her residence, he was just visiting. She stated that she was <br />curious if any of these signatures are invalid.
