City Council Meeting Minutes January 30, 2015 Development, Ltd. For the voluntary annexation of, and annexing to the City, 12.16 acres of land, more or less, consisting of three tracts at the intersection of Craddock Avenue and Wonder World Drive; approving a Service Plan for this area; and including procedural provisions. 8. Ordinance 2015 -04, on the second of two readings, amending the City's 2014 -2015 Fiscal Year Budget to enable the Police Department to hire two additional Mental Health Officers; amending the City's 2014 -2015 Fiscal Year Budget to authorize the expenditure of funds in the amount of $266,538.00 for such personnel; and providing an effective date. 9. Ordinance 2015 -05, on the second of two readings, appointing Dallari Landry as an Associate Judge of the San Marcos Municipal Court of Record for a two year term; and providing an effective date. 10. Ordinance 2015 -06, on the second of two readings, amending the rates for both Residential and Multifamily Customers of Municipal Solid Waste Programs in accordance with Section 66.028(A) of the San Marcos Code of Ordinances; including procedural provisions; and declaring an effective date. 11. Resolution 2015 -08R approving the submission of a grant application by the Community Services Department- Animal Services Division to the Department of State Health Services to secure $20,000.00 in an Animal Friendly Grant to fund the City's Spay /Neuter Program in collaboration with Emancipet and select area veterinarians; authorizing the City Manager or his designee to act on the City's behalf with regard to the submission of this grant; and all other matters related to the grant; and declaring an effective date. 12. Resolution 2015 -09R, adopting guiding principles for the 2015 City of San Marcos Federal Policy Program activities, and declaring an effective date. 13. Resolution 2015 -10R approving an agreement between the City and Freese and Nichols, Inc. for the provision of Professional Engineering Services in connection with The Hopkins Street: Bishop to Moore Improvements Project in an amount not to exceed $485,000.00; contingent upon the consultant's provision of sufficient insurance in accordance with the attached agreement; authorizing the City Manager or his designee to execute this agreement on behalf of the City; and declaring an effective date. 14. Resolution 2015 -11 R approving Amendment No. 1 to the Service Contract for Wastewater Treatment Facilities Operations and Maintenance between the City and CH2M Hill to extend the contract for an additional five year term and modifying the total annual guaranteed maximum chemical utilization table; authorizing the City Manager or his designee to execute this Amendment No. 1 on behalf of the City; and declaring an effective date.
