Mr. Hankins stated amendments to the <br />Ordinance are to allow flexibility or an exemption procedure be added <br />to the Ordinance. No one else wished to speak, so Mayor Younger closed <br />the public hearing. Mr. Farr moved for approval of the Ordinance on <br />first reading and Ms. Kissler seconded the motion. Mr. Gonzalez stated the North San Marcos <br />MUDs were originally to have shared with the MUDs' cost of utilities <br />and that the Water Commission wants this provision amended. Mr. Gon- <br />zalez stated he thinks the amendment is fair.
