<br />2 <br /> <br />Regular Meeting <br /> <br />March 9, 1987 <br /> <br />Page 2 <br /> <br />expressed concern for the large sums of money being handled by persons <br />who are not bonded. Mr. Laine voiced no concern for this problem, <br />stating that most of the money was not in cash and with proper flow, <br />it could easily be detected if there was a problem. Mr. Coddington <br />suggested more persons be bonded if this is not a large expense for <br />the City. Mr. Gonzalez handed out to Council an investments report. <br />He stated there is a system in place that works well, and Mr. Laine <br />agreed stating it merely needs to be fine tuned. Mr. Coddington stated <br />the Charter states the Council will receive an audit by January 30 and <br />wants this to happen even though there may be changes in personnel. Mr. <br />Laine stated he would commit to have the audit by January 30 next year. <br />Mr. Gonzalez advised the Council an audit could have been prepared by <br />January 30 but stated the delay is due to the fact the City desires to <br />have an audit that meets the highest standards in order to qualify the <br />City for the GFOA award. Mr. Farr moved to approve the Report and Mr. <br />Coddington seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced a discussion/presentation by Joe Wester repre- <br />senting the Westover Neighborhood Association regarding streets and <br />drainage in the Westover area. Mr. Jenkins stated the City is in the <br />process of completing the survey work and that the engineering design <br />will begin March 16. Mr. Wester stated he wants the vacant lots tapped, <br />which Mr. Gonzalez stated would be done. Mr. Wester stated there needs <br />to be control at Bishop and Hopkins, as several accidents have occurred <br />at this intersection (Ms. Kissler present at this time - 8:01 p.m.). <br />Mr. Gonzalez advised a traffic signal has been warranted for that in- <br />tersection. Mr. Wester asked if the City would be prepared to go to <br />bids in September, to which Mr. Gonzalez responded yes. Mr. Wester <br />stated some streets in the area are blocked due to parked cars in the <br />roadway and that loud parties were occurring. Mr. Coddington stated <br />there is a lack of manpower to address more than 2 unrelated persons <br />living in a residence and the noise ordinance. Mr. Gonzalez stated <br />all funds for this project are not in place, and that the next $3 million <br />from the bonds already passed would need to be issued, and Council needed <br />to act on this matter during the budget process to put money in place for <br />these improvements. Mayor Younger stated there is not enough money in <br />place for this total project without taking money from other p~ojects. <br /> <br />Mayor Younger introduced for consideration a public hearing and adoption <br />of a Zoning Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED JUNE 13, <br />1984 (VOL. 66) BY ZONING BLOCK 32, LOTS 529 AND 530, <br />WESTOVER ADDITION TO THE CITY OF SAN MARCOS, HAYS <br />COUNTY, TEXAS AS RECORDED IN VOLUME 59, PAGES 184- <br />185 OF THE HAYS COUNTY DEED RECORDS; LOCATED IN THE <br />800 BLOCK OF HILLYER STREET (PORTION NOT OPENED) FROM <br />"DP-211 (DUPLEX DISTRICT [MEDIUM DENSITY]) TO "R-l" <br />(SINGLE-FAMILY DWELLING DISTRICT [LOW DENSITY]); AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Younger opened the public hearing and asked if anyone wished to <br />speak in favor or in opposition to the zoning request. Bob Ogletree <br />was present to answer any questions of the Council. No one wished to <br />speak in favor or in opposition, so Mayor Younger closed the public <br />hearing. Mr. Farr moved for adoption of the Zoning Ordinance and Mr. <br />Coddington seconded the motion. On roll call the following vote was <br />recorded: <br />
