City Council Meeting Minutes February 17, 2015 <br />Amended and Restated Wholesale Power Agreement between the City and the Lower <br />Colorado River Authority; authorizing the City Manager or his designee to execute the <br />amendment on behalf of the City; and declaring an effective date. <br />10. Consider approval of Resolution 2015 -18R approving an agreement between the City <br />and McCamant Consulting, LLC for the provision of Professional Wholesale Power <br />And Utility Consulting Services in the estimated amount of $65,000.00 contingent <br />upon the Consultant's provision of sufficient insurance in accordance with the <br />attached agreement; authorizing the City Manager or his designee to execute this <br />agreement on behalf of the city; and declaring an effective date. <br />11. Consider approval of Resolution 2015 -19R approving a Master Agreement between <br />the City and Schneider Engineering, Ltd. for the provision of Professional Electrical <br />Engineering Services in the estimated not -to- exceed amount of $2,500,000.00 <br />contingent upon the Engineer's provision of sufficient insurance in accordance with <br />the attached agreement; authorizing the City Manager or his designee to execute this <br />agreement on behalf of the City; and declaring an effective date. <br />12. Consider approval, by motion, of City Manager Jared Miller's appointment of Sundra <br />Spears to the Civil Service Commission to fill a vacancy. <br />PUBLIC HEARINGS - 7:00 PM <br />13. 7:OOPM Receive a Staff presentation and hold a Public Hearing to receive comments <br />for or against Ordinance 2015 -09 amending the Official Zoning Map of the City by <br />rezoning 0.64 acres, more or less, out of a 3.27 acre tract of land located at 228 South <br />Guadalupe Street, from "LI" Light Industrial District to Downtown SmartCode 74" <br />General Urban District; and including procedural provisions; and Consider approval of <br />Ordinance 2015 -09, on the first of two readings. <br />Shannon Mattingly, Director of Development Services, provided the Council with a brief <br />presentation of the rezoning request. <br />Mayor Guerrero opend the Public Hearing at 7:55 p.m. <br />Thomas Rhoades, ETR Development Consulting, Lockhart, thanked the Planning Staff for all <br />their assistance through this process and feels they have made several beneficial changes. <br />Spoke about the application and how his client does not feel that "LI" is the best use of this <br />property. He addressed the transition from T5 to T4 and how he feels it serves as a better buffer <br />between the neighborhood and the rest of the property. He asked the Council to approve this <br />zoning change. <br />011ie Giles, 524 Valley Street, spoke against the rezoning and asking for the City to purchase that <br />property and to give it back to Historic District for people to build affordable homes there. She <br />asked the Council not to approve this rezoning request. <br />There being no further comments, Mayor Guerrero closed the Public Hearing at 8:00 p.m. <br />MAIN MOTION: A motion was made by Council Member Thomason, seconded by Mayor Pro -Tem <br />Prather, that Ordinance 2015 -09 be approved on first reading. <br />MOTION TO POSTPONE: A motion was made by Mayor Guerrero, seconded by Council Member <br />City of San Marcos Page 5 <br />
