City Council Meeting Minutes February 17, 2015 owner and asked the Council to please do what you can to make the best decision to keep economic development going the way that it is. He asked that they please continue to support it. Bucky Couch, San Marcos, addressed the Council in favor of the continued funding for the GSMP and feels very strongly that the partnership has started to yield some good results and would like to see this continue. He feels that the EDSM board should be revised like the sunset advisory commission recommends. Frank Arredondo, San Marcos addressed the Council about his involvement within the community and he believes in it. He wants the best for San Marcos, for the Children and to have a living wage. He has seen a change in San Marcos over last couple of years and has heard some of the good things that are coming. He stated that GSMP has the talent and resources. He asked the Council to please not cut back their funding. CONSENT AGENDA A motion was made by Mayor Pro -Tem Prather, seconded by Council Member Hughson, to approve Items 5 -12 on the Consent Agenda. The motion carried by the following vote: For: 7 - Mayor Guerrero, Council Member Thomaides, Council Member Thomason, Deputy Mayor Pro Tern Scott, Mayor Pro -Tem Prather, Council Member Prewitt and Council Member Hughson Against: 0 5. Consider approval of the following Minutes: January 30, 2015, Packet Meeting Workshop February 3, 2015, Regular Meeting 6. Consider approval of Ordinance 2015 -07, on the second of two readings, creating a Designated Permit Area under Section 82.189 of the San Marcos City Code that allows parking by permit only between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday on both sides of the 100 to 200 blocks of Ridgeway Drive; amending the Traffic Register to reflect such Designated Permit Area; and providing for an effective date. 7. Consider approval of Ordinance 2015 -08, on the second of two readings, amending the Official Zoning Map of the City by rezoning 15.728 acres, more or less, of land comprised of the four corner lots at the intersection of Wonder World Drive and Craddock Avenue to "CC" Community Commercial District, said tracts being part of what is commonly known as the C &G Tract, which is subject to a Development Agreement with the City; and including procedural provisions. 8. Consider approval of Resolution 2015 -16R approving an Agreement between the City and Klotz Associates for the provision of professional engineering services in connection with the Wallace Addition - Water And Wastewater Improvements Project in an amount not to exceed $136,645.27 contingent upon the Engineer's provision of sufficient insurance in accordance with the attached Agreement; authorizing the City Manager or his designee to execute this agreement on behalf of the City; and declaring an effective date. 9.
