City Council Meeting Minutes February 17, 2015 <br />Human Services Advisory Board, continue without change. <br />Library Board, continue without change. <br />Main Street Advisory Board, continue without change, but the Commission recommends the <br />Council amend the Ordinance by amending Section 2.2.1.3 Activities and Duties inserting: (10) <br />Promoting downtown tourism. <br />Neighborhood Commission, continue without change. <br />Parks and Recreation Board, continue without change. <br />San Marcos Industrial Development Corporation, continue without change. <br />Senior Citizen Advisory Board, the Commission recommends converting this Board to a Coucil <br />appointed Board. <br />Veteran's Affairs Advisory Committee, continue without change, but the Commission <br />recommends they meet Quarterly only and explore more ways to utilize their services. <br />Zoning Board of Adjustments and Appeals, continue without change. <br />4. Receive a Staff update on the Downtown Reconstruction Project, CM Allen <br />Reconstruction and provide direction to Staff. <br />Laurie Moyer, Director of Engineering and CIP, provided the Council with an update on the <br />Downtown Reconstuction Project and the CM Allen Reconstruction. Following discussion the <br />Council provided direction to Staff to bring back suggestions on the CM Allen Reconstruction at <br />a future meeting, to bring back a workshop regarding the one -way, two -way conversion, to <br />survey downtown business owners regarding two -way conversion and back -in parking, and to <br />bring back a discussion regarding back -in parking versus head -in parking but to allow time for <br />citizens to become accustomed to back -in parking and revist at a later time. <br />6:00 PM <br />I. Elshoff, San Marcos, addressed the City Council regarding his membership at the <br />Activity Center and the rate for non- residents increasing from $50 to $125. He feels that if the <br />residents of the city are getting a reduced rate then that should be only to people that pay <br />property taxes and not renters. He asked the Council to review these rates and make them more <br />consistent. <br />Sam De La Rosa, San Marcos, addressed the Council to share his story about the San Marcos <br />Partnership. He was provided the opportunity to intern in the San Marcos Community and he <br />was able to intern at Mensor. He stated that the Partnership played a key role in that <br />opportunity. He asked the Council to continue to support the Great San Marcos Partnership. <br />Krystina "Krys" Nelson, addressed the Council about her interest in being appointed to the San <br />Marcos Arts Commission and provided her resume. She also asked the Council to consider <br />appointing July Moreno and a Ms. Pena. <br />Kevin Carswell, Maxwell, addressed the Council regarding San Marcos and the growth that it will <br />be facing. He hopes that San Marcos can envision our children working within our community. <br />He hopes that his daughter is able to move back to San Marcos with a check plus. He asked that <br />the Council continue supporting the Greater San Marcos Partnership. <br />Ruben Becerra, San Marcos, addressed the Council as a small business owner and property <br />City of San Marcos Page 3 <br />
