City Council Meeting Minutes February 17, 2015 <br />The Commission provided the following general recommendations: <br />1. Continue Annual Board & Commission Orientation to all new board members. Provide a more <br />specific charge for long -term boards and Commissions. <br />2. Encourage the City Clerk Staff to conduct annual Staff Liaison training. This training should <br />include information on the Open Meetings Act (OMA) and education on all Board /Commission <br />Ordinances. <br />3. Require all board and commission members to complete Public Information and Open <br />Meetings Trainings offered by the Attorney General's Office and obtain completion certificate <br />4. On an annual basis each board /commission should be provided a thorough orientation on its <br />purpose from the ordinance which creates the board /commission; the production of an annual <br />report; and be provided any material pertinent for their use. The assigned Staff Liaison should <br />conduct this training. <br />5. Encourage diversity and minority leadership that is more reflective of the community. <br />Encourage participation by historically under - represented populations. <br />6. Reduce the number of official boards and commission meetings to four (4) times per year <br />when /where possible. The Commission requests this specifically for the Veteran Affairs Advisory <br />Board. <br />7. Require an annual report of goals and accomplishments from every board and commission <br />to the City Council. The report should be as consistent as possible to obtain accurate <br />information about staff time expended and be attested by the commission chairman and staff <br />liaison. This process would also assist future Sunset Commissions by providing a consistent set <br />of annual report records for review. <br />8. Require all staff liaisons to place their meeting minutes on the City's website. This will create <br />more transparency and allow easier access of these documents for the citizens of San Marcos. <br />9. Require applicants to have a current application on file prior to appointments being made to <br />determine eligibility. <br />The Commission also provided the following Board and Commission recommendations: <br />Airport Commission, continue without change, but the Commission recommends more public <br />funding to provide better maintenance. <br />Animal Shelter Advisory, continue without change. <br />Arts Commission, continue without change. <br />Cemetery Commission, continue without change. <br />Charter Review Commission, continue without change. <br />Citizen's Utility Advisory Board, continue without change. <br />Comprehensive Plan Oversight Committee, continue without change, but the Commission <br />recommends the Council review and simplify Preferred Scenario Map Amendments. <br />Construction Board of Appeals, continue without change. <br />Convention & Visitors Bureau, continue without change. <br />Economic Development Board, continue without change, but the Commission recommends the <br />Council amend the Ordinance to reflect current practices and relationships with entities that deal <br />with economic development. <br />Ethics Review Commission, continue without change. <br />Historic Preservation Commission, continue without change. <br />Housing Authority, continue without change. <br />City of San Marcos Page 2 <br />
