The Council directed <br />these minutes be scheduled for approval at the April 27, 1987 Regular <br />Meeting. <br /> <br />Mayor Younger introduced for consideration approval of appointments <br />to the Main Street Advisory Board. Mr. Guerra moved that all the <br />following members of the Board be reappointed: J. E. Younger (City <br />Official), Jim Gandy (Chamber Official), Gwen Smith (Heritage Associa- <br />tion), Jon Harris (Interested Citizen), Sue Cohen (Interested Citizen), <br />Lunelle Anderson (Interested Citizen) and Don Ennis, Jr. (Architect) <br />and Ms. Kissler seconded the motion, which passed unanimously. The <br />Council directed the appointment of a Media person be scheduled April <br />27. <br /> <br />Mayor Younger introduced for consideration approval of an appointment <br />to the Reinvestment Zone Number One (JASBA). Mayor Young£r moved to <br />appoint Jim Wise and Mr. Brown seconded the motion. It was not clear <br />whether or not the Council's appointments needed to reside within the <br />city limits, so the name was withdrawn and the appointment will be <br />scheduled to be considered at the April 27 meeting. <br /> <br />Mayor Younger introduced for consideration approval of an appointment <br />to the Commission for Women. Mayor Younger moved to appoint Jane Hugh- <br />son and Mr. Farr seconded the ~otion, which passed unanimously. Mr. <br />Guerra stated he would like to have the Council review the possibility <br />of reducing the Commission for Women from 15 Members to 9 or 7 in the <br />future. <br /> <br />Mayor Younger introduced for consideration approval of an appointment <br />by Mr. Coddington to the Storm Drainage Advisory Board. Mr. Coddington <br />did not have a name to submit and t,his a,ppointment will be scheduled at <br />the April 27 meeting. Direction was given by the Council for the Board <br />to schedule its first meeting in the near future whether or not this ap- <br />pointment is made. <br /> <br />Mayor Younger introduced for consideration a public hearing and adoption <br />of a Zoning Ordinance, the caption which ,^Tas read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED JUNE 13! <br />1984 (VOL. 66) BY ZONING BLOCK 6, LOT 315 OUT OF THE <br />WESTOVER ADDITION TO THE CITY OF SAN MARCOS, AS RECORD- <br />ED IN VOLUME 59! PAGES 184-185 OF THE HAYS COUNTY DEED <br />RECORDS; A/KIA 1300 BISHOP STREET, FROM "R-l" (SINGLE- <br />FAMILY DWELLING DISTRICT [LOW DENSITY]) TO "DP-l" <br />(DUPLEX DISTRICT [LOW DENSITY]); AND DECLARING AN EF- <br />FECTIVE DATE. <br /> <br />Mayor Younger opened the public hearing and asked if anyone wished <br />to speak in favor or in opposition to the Zoning change. Laura <br />Schneider advised the Council there had been a death in Mr. Frank <br />Silguero's family, and that is why he is probably not at this meeting. <br />She stab::d Duplex zoning is appropriate for this proper~y. No one <br />else wished to speak in favor or in opposition, so Mayor Younger closed <br />the public hearing. Mr. Nicola moved for adoption of the Zoning Ordinance <br />and Ms. Kissler seconded the motion. ~lr. Brown moved to amend the Ordin- <br />ance in SECTION 1 to add the following language: "... be rezoned <br />'DP-l' (Duplex District [Low Density]) on the condition that vehicular <br />access to said proper":y be limited to access from Delmar Street only," <br />and Mr. Guerra seconded the motion, which passed unanimously. The <br />Council then voted unanimously for adoption of the Zoning Ordinanc~. <br />
