City Council Meeting Minutes March 3, 2015 <br />V. 30 Minute Citizen Comment Period <br />William Rogers, DO, practicing Doctor in San Marcos and considers public health very <br />important. He addressed the Council in regards to the Fluoridation Subcommittee. He believes <br />that most people provided as candidates are pro - fluoride. He stated that there are several things <br />that dentists will not look at and feels that other medical professionals should be considered to <br />be placed on the subcommittee. He would like to serve on the committee. <br />Tom Wassenich, San Marcos, spoke in favor of the Rental Nuisance Abatement program. He <br />believes that this is more workable and this will give code enforcement the tools to work with <br />landlords. He encouraged Council to approve this ordinance. <br />Betsy Robertson, San Marcos, spoke in favor of the Rental Nuisance Abatement program as a <br />landlord. She stated that this is important to be able to contact the property owners if a property <br />needs addressing. <br />James McFarland, San Marcos, spoke about the noise in his area in El Camino Real. He stated <br />that he has a medical condition that causes him to hear things at a higher decibel than a regular <br />person. He asked the Council to consider lowering the decibel level required to be a violation of <br />the Noise Ordinance. <br />CONSENT AGENDA <br />A motion was made by Council Member Thomaides, seconded by Council Member Thomason, to <br />approve the consent agenda items #3 -11, with the exception of item #8, which was pulled and <br />considered separately. The motion carried by the following vote: <br />For: 6 - Council Member Thomaides, Council Member Thomason, Deputy Mayor Pro Tern <br />Scott, Mayor Pro -Tem Prather, Council Member Prewitt and Council Member <br />Hughson <br />Against: 0 <br />Absent: 1 - Mayor Guerrero <br />3. Consider approval of the February 17, 2015, Regular Meeting Minutes. <br />4. Consider approval of Resolution 2015-21R supporting the Barton Springs /Edwards <br />Aquifer Conservation District (BSEACD) Application for a Regional Planning Grant <br />from the Texas Water Development Board to assist BSEACD in evaluating the <br />feasibility of developing additional water supply sources for the Barton Springs portion <br />of the Edwards Aquifer; and declaring an effective date. <br />5. Consider approval of Resolution 2015 -22R, <br />awarding an annual <br />contract for lawn <br />maintenance services to Rios Tree Service, <br />Inc. in the estimated <br />annual amount of <br />$68,544.00 for the Community Services Department, Parks <br />and <br />Recreation Division <br />contingent upon the bidder's timely submission <br />of sufficient <br />insurance in accordance <br />with the city's bid documents; authorizing the <br />City Manager or <br />his designee to execute <br />the appropriate purchasing documents on <br />behalf of the <br />City; <br />and declaring an <br />effective date. <br />6. Consider approval of Resolution 2015 -23R approving an Interlocal Agreement with the <br />City of San Marcos Page 2 <br />
