City Council Meeting Minutes March 3, 2015 <br />Guadalupe Blanco River Authority (GBRA) that provides for joint participation in the <br />cost of installing and maintaining a United States Geological Survey Streamflow <br />Gauging Station to enhance flood forecasting by the National Weather Service with an <br />initial installation cost to the City of $8,325.00 and an annual estimated maintenance <br />cost to the City of $5,150.00; authorizing the City Manager to execute the Interlocal <br />Agreement on behalf of the City; and declaring an effective date. <br />7. Consider approval of Resolution 2015 -24R, approving a sales listing agreement with <br />CBRE, Inc. for the sale of approximately 32.61 acres of land known as the Leah Tract <br />located east of IH -35 and South of Cottonwood Parkway; and declaring an effective <br />date. <br />8. Consider approval of Resolution 2015 -25R awarding a construction contract to Smith <br />Contracting Co., Inc. for the Willow Springs Creek Channel and 24 Inch Wastewater <br />Improvements Project (IFB 215 -068) in the bid amount of $2,673,948.00 contingent <br />upon the bidder's timely submission of sufficient bonds and insurance in accordance <br />with the City's bid documents for the Project; authorizing the City Manager or his <br />designee to execute the contract documents on behalf of the City; and declaring an <br />effective date. <br />A motion was made by Council Member Hughson, seconded by Council Member Prewitt, that <br />Resolution 2015 -25R be approved. The motion carried by the following vote: <br />For: 6 - Council Member Thomaides, Council Member Thomason, Deputy Mayor Pro Tern <br />Scott, Mayor Pro -Tem Prather, Council Member Prewitt and Council Member <br />Hughson <br />Against: 0 <br />Absent: 1 - Mayor Guerrero <br />9. Consider approval of Resolution 2015 -26R supporting the adoption of legislation to <br />authorizing the State of Texas to transfer ownership of the bed and banks of the San <br />Marcos River within the City Limits to the City of San Marcos; and providing an <br />effective date. <br />10. Consider approval of Resolution 2015 -27R supporting the adoption of legislation to <br />amend Section 351.101(a) of the Texas Tax Code to authorize the City of San Marcos <br />to use a portion of the City's Hotel Occupancy Tax proceeds to promote tourism by <br />upgrading City -Owned Sports Facilities including baseball, softball, soccer and flag <br />football facilities and fields; and providing an effective date. <br />11. Consider approval <br />of Resolution 2015 -28R, supporting the adoption of <br />Legislation to <br />amend Section 26.05(b) of the Texas Tax Code <br />regarding the form of a <br />motion to set <br />a property tax rate <br />that exceeds the effective tax <br />rate so that Governing <br />bodies will no <br />longer be required <br />to falsely state that they are <br />voting to increase the <br />tax rate when <br />the proposed rate <br />is the same or lower than the <br />rate in the prior tax year; supporting <br />H.B. 1086 filed by <br />Representative Jason Isaac <br />for that purpose; and <br />providing an <br />effective date. <br />NON - CONSENT AGENDA <br />City of San Marcos Page 3 <br />
