City Council Meeting Minutes March 3, 2015 <br />12. Consider approval of Ordinance 2015 -10, on the first of two readings, revising and <br />updating Article 3, Standards, of Chapter 38, Fire Prevention and Protection, of the <br />City Code; including procedural provisions; and providing for penalties. <br />A motion was made by Council Member Prewitt, seconded by Mayor Pro -Tem Prather, that <br />Ordinance 2015 -10 be approved on the first of two readings. The motion carried by the following <br />vote: <br />For: 6 - Council Member Thomaides, Council Member Thomason, Deputy Mayor Pro Tern <br />Scott, Mayor Pro -Tem Prather, Council Member Prewitt and Council Member <br />Hughson <br />Against: 0 <br />Absent: 1 - Mayor Guerrero <br />13. Consider approval of Ordinance 2015 -11, on the first of two readings, adding Article 7 <br />to Chapter 34 of the City Code titled Environment to create a Rental Nuisance <br />Abatement Program; providing a savings clause; providing for the repeal of any <br />conflicting provisions; including procedural provisions; providing for penalties; and <br />providing an effective date. <br />A motion was made by Deputy Mayor Pro Tern Scott, seconded by Council Member Prewitt, that <br />Ordinance 2015 -11 be approved on the first of two readings. The motion carried by the following <br />vote: <br />For: 5 - Council Member Thomaides, Deputy Mayor Pro Tern Scott, Mayor Pro -Tem <br />Prather, Council Member Prewitt and Council Member Hughson <br />Against: 1 - Council Member Thomason <br />Absent: 1 - Mayor Guerrero <br />14. Consider approval of Resolution 2015 -29R supporting the adoption of legislation to <br />establish local regulation of groundwater production from the Trinity Aquifer in areas of <br />Hays County that are currently unregulated by any groundwater conservation district; <br />and declaring an effective date. <br />A motion was made by Council Member Prewitt, seconded by Council Member Thomaides, that <br />Resolution 2015 -29R be approved. The motion carried by the following vote: <br />For: 6 - Council Member Thomaides, Council Member Thomason, Deputy Mayor Pro Tern <br />Scott, Mayor Pro -Tem Prather, Council Member Prewitt and Council Member <br />Hughson <br />Against: 0 <br />Absent: 1 - Mayor Guerrero <br />15. Hold discussion, empanel a fluoridation review committee, issue charge to the <br />committee, and provide direction to Staff. <br />A motion was made by Council Member Hughson, seconded by Council Member Prewitt, that <br />this discussion Item be postponed to a future meeting.
