Mr. Farr moved for approval of the four Ordin- <br />ances on second reading and adoption of the three Ordinances on third <br />and final reading by consensus and Mayor Younger seconded the motion, <br />which passed unanimously (Mayor Younger voting NAY on Item 9.B. (3)). <br />The captions of these Ordinances read as follows: <br />
