101 Regular Meeting April 27, 1987 Page 2 Mayor Younger introduced for consideration approval of an appoint- ment to Reinvestment Zone Number One (JASBA). Mr. Brown moved to appoint Dan Graham and Mayor Younger seconded the motion. On roll call the following vote was recorded: AYE: Brown, NAY: None. ABSTAIN: Guerra. Farr, Younger, Hernandez, Kissler, Nicola. Mayor Younger introduced for consideration approval of an appointment to the Storm Drainage Advisory Board. The appointment to the Board will be made by Mr. Hernandez for Area 3 and will be rescheduled for the Regular l1eeting on May 11, 1987. Mayor Younger introduced for consideration approval of appointments to the newly created Plumbing Board of Adjustments and Appeals. Mr. Guerra moved to table this matter to the May 11 Regular Meeting and Mayor Younger seconded the motion, which passed unanimously. Mayor Younger stated he had been advised by Staff the next item was not ready for the Council's consideration, adoption of an Ordinance on emer- gency. Mayor Younger moved to table this item to the May 4 Meeting an.:: Ms. Kissler secon,::.ed the motion, which passed unanimously. The caption of this Ordinance reads as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN AGREEMENT BETWEEN SAID CITY AND SOUTHWEST TEXAS STATE UNIVERSITY, AUTHORIZING ~HE MAYOR TO EXECUTE SAID AGREEMENT, ABANDONING AND VACATING PORTIONS OF LIVE OAK, ELM, MA'I'THEWS, GUADALU:b'E, GRACE AND MOORE STREETS AND AN ALLEY J:N SAID CITY! AUTHORIZING THE ~~YOR OF SAID CITY TO EXECUTE A SPECIAL WARRANTY DEED, AND DECLARING AN EMERGENCY. Mr. Brown moved for approval of the Ordinance on first reading and Ms. Kissler seconded the motion, which passed unanimously. Mr. Farr moved for approval of i:he Ordinance on first reading and Ms. Kissler seconded the motion, which passed unanimously.
