She stated <br />the TYC's building at 119 Smith Lane is on the market for sale and <br />is properly zoned for the Emergency Youth Shelter's needs. She stated <br />they have applied for grants for a down payment for purchase of a <br />building. Mr. Guerra stated he would prefer to assist this program <br />rather than a community theater. Mr. Nicola requested a breakdown of <br />the funds needed. Mr. Nicola moved to table this matter to the June 8, <br />1987 Regular Meeting for an itemized breakdown and Ms. Kissler seconded <br />the motion, which passed unanimously. Mr. Brown requested Ms. Penzerro <br />furnish a letter of cooperation with other agencies that serve children's <br />needs. <br /> <br />Mr. Farr introduced for consideration approval of an appointment by <br />Mayor Younger to the Citizens Storm Drainage Advisory Board. Mayor <br />Younger did not submit a name, so this is to be rescheduled for June 8, <br />1987. <br /> <br />Mr. Farr introduced for consideration approval of appointments to the <br />Plumbing Board of Adjustments and Appeals. Mr. Guerra moved to appoint <br />Jesse Acosta, Master Plumber, whose address is 202 Durango, San Marcos, <br />Texas and Ms. Kissler seconded the motion, which passed unanimously. <br />The remaining two appointments to the Board will be scheduled June 8, <br />1987. <br /> <br />Mr. Farr introduced a discussion regarding the number of Commission for <br />Women members. Margaret Lindsey, Chairperson of the Commission for <br />Women, stated she does not want the number of the Commission reduced, <br />as the Commission is presently structured. She stated the participa- <br />tion of citizens on task forces has not worked well. Mr. Guerra <br />stated he has spoken with two Commission for Women Members who stated <br />they do not think the Commission has accomplished much other than the <br />Hall of Fame. Mr. Nicola stated he thinks a lot has been accomplished <br />by other Boards with seven members, and that it is better to accomplish <br />a little with fewer members than no accomplishments. He stated this <br />matter could be reviewed by the Sunset Commission when they meet <br />again. Mr. Hernandez stated that retiring members on the Commission <br />would possibly serve on task forces for the Commission. It was con- <br />sensus of Council for the Sunset Review Commission to review this mat- <br />ter when they meet again (January, 1988), that vacancies occurring on <br />the Commission for Women not be filled and that the Commission for <br />Women provide the City Council with a report regarding this matter in <br />the near future. <br /> <br />Mr. Farr introduced for consideration a public hearing and approval <br />of an Ordinance on first reading, the caption which was read as fol- <br />lows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING APPENDIX A, THE GENERAL ZONING <br />ORDINANCE OF THE SAN MARCOS CODE OF ORDINANCES, BY <br />PROVIDING FOR ZONING CHANGES ON ONE READING, PROVIDING <br />A THREE-FOURTHS CITY COUNCIL VOTE TO OVERRULE A ZONING <br />COMMISSION DENIAL, PROVIDING FOR AN OFFICIAL ZONING <br />~ffiP, DELETING UNNECESSARY DEFINITIONS, ADOPTING NEW <br />DEFINITIONS, PROVIDING NEW AREA REQUIREMENTS FOR ZON- <br />ING DISTRICTS, PROVIDING PERMITTED AND SPECIFIC USES <br />FOR ZONING DISTRICTS, DELETING PROHIBITED USES FOR <br />ZONING DISTRISTS, PROVIDING PARKING SPACE REGULATIONS, <br />AND DECLARING AN EFFECTIVE DATE. <br />
