No one <br />did, so Mayor Younger closed the public hearing. Mr. Farr moved <br />for adoption of the Zoning Ordinance and Ms. Kissler seconded the <br />motion, which passed unanimously. <br /> <br />Mayor Younger introduced a public hearing and adoption of a Zoning <br />Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED JUNE l3, <br />1984 (VOL. 66) BY CHANGING THE ZONING OF 95.17 ACRES, <br />MORE OR LESS, OF LAND LOCATED ON THE NORTHWEST SIDE <br />OF HUNTER ROAD (FM 2439) BETWEEN LAUREL ESTATES AND <br />WILLOW SPRINGS CREEK, SAN MARCOS, HAYS COUNTY, TEXAS, <br />FROM IIPD" (PRE-DEVELOPMENT DISTRICT) AND "R-llI (SINGLE- <br />FAMILY DWELLING DISTRICT [LOW DENSITY]) TO "PDD" <br />(PLANNED DEVELOPMENT DISTRICT); APPROVING A PDD DE- <br />VELOPMENT PLAN FOR SAID 95.17 ACRE TRACT; AND DECLAR- <br />ING AN EFFECTIVE DATE. <br /> <br />Mayor Younger opened the public hearing and asked if anyone wished to <br />speak in favor of the zoning request. Jim Wittliff was present repre- <br />senting the 186 Joint Venture. He stated all existing flood plain <br />would remain. He stated the School District has property within this <br />area. Ms. Kissler asked if the development would access onto Hunter <br />Road, and he stated two roads would access onto Hunter, and one had <br />been aligned so that signalization might be placed at the intersection <br />for better safety for the school buses. He thinks a light would help <br />the safety of the buses. He stated the City has discussed the possibi- <br />lity of a well location on some of their property, and that there is <br />an additional 86-acre PDD for single-family development. He stated <br />Dr. Garber has located two archeological locations on their property. <br />Dr. Garber indicated the location on the school property has been <br />disturbed. He suggested a 6-inch addition of dirt would seal the <br />locations. The developer is willing to allow Dr. Garber and/or <br />his class to be on-site when dozing is done at the other archeological <br />site. Mr. Wittliff stated the archeological sites should be listed as <br />a condition of the permit process and that the School District's pro- <br />perty is separate from their development. No one else wished to speak <br />in favor or in opposition, so Mayor Younger closed the public hearing. <br />Mr. Coddington moved for adoption of the Zoning Ordinance and Mr. <br />Brown seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced a public hearing and adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THE FUTURE LAND USE PLAN <br />(MAP) OF THE MASTER PLAN OF SAID CITY, FOR PART OF <br />BLOCK 39, VICTORY GARDENS SECTION, CONSISTING OF <br />0.133 ACRES OF LAND,HAYS COUNTY, TEXAS, LOCATED AT <br />THE INTERSECTION OF STILLWELL STREET AND KNOX STREET, <br />FROM LOW DENSITY RESIDENTIAL TO COMMERCIAL; AND DE- <br />CLARING AN EFFECTIVE DATE. <br /> <br />Mayor Younger opened the public hearing and asked if anyone wished to <br />speak in favor or in opposition to the land use change.
