<br />117 <br /> <br />Regular Meeting <br /> <br />July 13, 1987 <br /> <br />Page 2 <br /> <br />Mayor Younger introduced Item 14G. on the agenda, adoption of a <br />Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS, RELATING TO THE ISSUANCE OF <br />BONDS BY THE CENTRAL TEXAS HIGHER EDUCATION AUTHOR- <br />ITY, INC.; APPROVING THE ISSUANCE OF SUCH BONDS AND <br />THE USE OF THE PROCEEDS OF SUCH BONDS; AND MAKING <br />CERTAIN FINDINGS IN CONNECTION THEREWITH. <br /> <br />Mr. Guerra moved to table this matter to the August 10, 1987 Regular <br />Meeting and Mr. Nicola seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration approval of an appointment <br />to the Cemetery Commission. Mayor Younger stated he had received phone <br />calls indicating there was a concern that two funeral home representa- <br />tives were appointed to this Commission, and that all funeral homes <br />should be represented or none on the Commission. Mr. Brown stated <br />the City Attorney has stated there is no conflict of interest, and <br />that the Ethics Review Commission looksat monitoring the behavior <br />of Board appointees but not control of the function of the structure. <br />Mr. Brown stated he is uncomfortable with this sort of appointment to <br />Boards even though there is no direct conflict of interest, but is wil- <br />ling to see how they do but thinks it will be difficult. Mr. Hernandez <br />stated he thinks these appointments will give a new light to the opera- <br />tion of the Cemetery and does not think there will be a conflict. Mr. <br />Nicola was in agreement with Mr. Brown that he is uncomfortable-with <br />the appointments and does not want them on the Commission. He stated <br />the Cemetery Commission voted unanimously they did not want them on <br />the Commission. Mr. Farr stated since we now have an application for <br />persons to complete who want to serve on Boards, that we add to the <br />form if the person has some association or business relative to the <br />Board and if any of the Board Members are related to the person wanting <br />to serve on the Board. Mr. Guerra stated he does not think it is good <br />public policy to have relatives serving on the same Board. Ms. Kissler <br />moved the appointment to the Cemetery Commission be scheduled July 27, <br />1987 and Mayor Younger seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration approval of an appointment <br />to the Commission for Minorities. Mr. Farr moved to appoint Nelvia <br />Burleson to the Commission and Ms. Kissler seconded the motion, which <br />passed unanimously. <br /> <br />Mayor Younger introduced for consideration approval of an appointment to <br />the Storm Drainage Advisory Board. Mayor Younger needs to make an ap- <br />pointment to the Board, and it was passed to be placed on ~he July 27, <br />Agenda. <br /> <br />Mayor Younger introduced for consideration approval of appointments <br />to the Plumbing Board of Adjustments and Appeals. Mr. Hernandez moved <br />to appoint Alphonso Washington as a Master Plumber and Ms. Kissler se- <br />conded the motion, which passed unanimously. The remaining appoint- <br />ment will be scheduled on the July 27, 1987 agenda. <br /> <br />Mayor Younger introduced for consideration approval of appointments <br />to the Charter Review Commission. Mr. Farr moved to appoint Emmie <br />Craddock, Ted Hindson, Dan Farlow (reappointment), Bill Stouffer (re- <br />appointment) and Patricia Hundley and Ms. Kissler seconded the motion. <br />On roll call the following vote was recorded: <br /> <br />AYE: <br /> <br />Brown, Farr, Younger, Hernandez, Kissler, Nicola. <br /> <br />NAY: <br /> <br />None. <br /> <br />ABSTAIN: <br /> <br />Guerra. <br />
