City Council Meeting Minutes March 17, 2015 <br />about expanding. He wants to keep the tax revenue here. He thanked to the City Council and <br />GSMP. <br />Don Eyssen, stated that he fully agrees with the Greater San Marcos Partnership, but he feels <br />that it is redundant. He said that Will Conley said that it would be privately funded in 5 years. He <br />stated that economic development needs to be brought back into the City so we can have <br />oversight. He suggested that the money saved could be given to the Arts Commission. <br />Barrie Breed, addressed the Council and thanked the Council Members for attending to the IN <br />San Marcos meeting recently. She likes to see the Community works together. She suggested <br />that Mr. Eyssen sit down with Adriana and have things cleared up over a cup of coffee. She <br />mentioned leveraging and that there is a lot of power in that. She has never seen any other city, <br />county or university work together and put those monies where their mouths are. <br />Kevin Carswell, addressed the Council and thanked the Council members for their service. He <br />thanked them for pulling the Greater San Marcos Partnership item off of the agenda so that the <br />Council can go back and talk about it. He provided an explanation of what ED to small <br />businesses means. He is grateful that the Council has such great concern. He mentioned a long <br />time customer of 12 years that always bought a small cup of coffee and since he recently got a <br />raise at work he buys medium lattes. He stated that it's the perfect example of ED. He <br />mentioned that he had done the math on the depreciation of the machinery and vehicles that the <br />council will be considering on this agenda and that in just one year it would be around what the <br />Council contributes to GSMP annually. The point being that there have not been any issues <br />raised about spending $2.5 million and losing over $360,000 in the first year due to depreciation. <br />GSMP plays an important role in our City. <br />'ONSENT AGENDA <br />A motion was made by Council Member Thomaides, seconded by Mayor Pro -Tem Prather, to <br />approve items 3 -18 on the Consent Agenda Council Member Hughson abstained on Item 9 to <br />avoid the appearance of impropriety. Consider approval of the following Minutes: <br />February 23, 2015 - Special Called Meeting Minutes <br />February 27, 2015 - Special Called Meeting Minutes <br />March 3, 2015, Regular Meeting Minutes. <br />4. Consider approval of Ordinance 2015 -10, on the second of two readings, revising and <br />updating Article 3, Standards, of Chapter 38, Fire Prevention and Protection, of the <br />City Code; including procedural provisions; and providing for penalties. <br />5. Consider approval of Ordinance 2015 -11, on the second of two readings, adding <br />Article 7 to Chapter 34 of the City Code titled Environment to create a Rental <br />Nuisance Abatement Program; providing a savings clause; providing for the repeal of <br />any conflicting provisions; including procedural provisions; providing for penalties; and <br />providing an effective date. <br />6.
