City Council Meeting Minutes April 7, 2015 <br />IV. Pledges Of Allegiance - United States And Texas <br />Jonathan Vargas, a student at Hernandez Elementary, led the assembly in the pledges of <br />allegiance. <br />V. 30 Minute Citizen Comment Period <br />Rob Roark, addressed the Council about the purgatory park walk on Easter Sunday and <br />complimented the City workers that were out picking up trash. He also recognized the City <br />employees that work on holidays, that people don't see, that keep the city running. He <br />continued with comments regarding the semi -truck that hit a tree on San Antonio Street. He <br />stated that this was not well planned. He also commented on consultants from outside that we <br />pay to come into our City, and that the City needs to be learning from this money that we are <br />spending. He suggested to focus on what we are learning and to use some local people and <br />thoughts. <br />Shea Kirwin, addressed the Council about things that she believe need to change. Skating on <br />sidewalks and the need for it to allow her to have a safe way to get around. She also suggested <br />that some bars can be replaced with something that would benefit the whole community for <br />example family friendly restaurants, arcades, laser tag, etc. She also addressed apartments and <br />although this is a college town suggested that we should build houses for people that aren't just <br />going to be here for a short time. She stated that Sagewood needs attention. She suggested <br />that we should stop putting money toward the college students, and putting it towards long term <br />residents. She thanked her teacher for assisting her in putting her message together, and <br />thanked the Council for all that they do for the City and for passing the smoking ban. <br />Greg Clayton, addressed the Council regarding the current leash law in San Marcos. He asked <br />that the Council revisit this ordinance, and amend it so that if a dog is under reasonable control, <br />not being a nuisance, or doing things that dogs do they can be off leash. He stated that he <br />believes that the fear of liability has replaced our sense of objectivity. He would just like to be <br />able to play fetch with his dog in the park. He thanked the Council for their consideration. <br />Lisa Marie Coppoletta, addressed the Council about the Greater San Marcos Partnership and <br />asked that we establish some criteria for ethical business practices within the new Economic <br />Development Model. She asked that no bonuses be paid out to GSMP. She also spoke about <br />the code rodeo and stated that the consultant is making $3000 /day. She stated that the City <br />needs: a strong ordinance to protect trees, fees for pollution, more archeological dig testing at <br />development sites. She also spoke about how there have been homes that have been damaged <br />by the construction along Hunter Road. <br />Don Eyssen, stated by thanking the folks that were involved in City Council meetings back in <br />2011. He addressed the Council giving themselves pay increases. He addressed what he <br />believed to be ethical matters and asked the Council why they didn't declare them. He <br />mentioned the Casey Development lawsuit and how we settled with them. He stated that Will <br />Connolly said GSMP would go private and that we shouldn't continue to fund them. He stated <br />that we need to have representative government. <br />Tom Goynes, addressed the Council regarding rivers and needing a can ban here in San Marcos. <br />He would like the Council to include language about banning cans in the legislation currently <br />being proposed regarding the river. The other option is to do it voluntarily and then explained <br />how people can drink out of a refillable growler. He thanked the Council for their time and hope <br />they consider moving forward with a can ban. <br />Jack Fairchild, addressed the Council that he supported what Tom Goynes stated.
