City Council Meeting Minutes April 7, 2015 <br />about the current can ban case in New Braunfels, and that many people that are interested in <br />supporting the river. He urged the Council to make those changes that were mentioned by Mr. <br />Goynes. <br />CONSENT AGENDA <br />A motion was made by Council Member Thomaides, seconded by Mayor Pro -Tem Prather, to <br />approve Items # 4 -6 of the consent agenda items. The motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Council Member Thomaides, Council Member Thomason, <br />Deputy Mayor Pro Tern Scott, Mayor Pro -Tem Prather, Council Member Prewitt <br />and Council Member Hughson <br />Against: 0 <br />4. Consider approval of the following: <br />March 13, 2015, Packet Meeting Minutes <br />March 17, 2015, Regular Meeting Minutes <br />March 30, 2015, Workshop Meeting Minutes <br />5. Consider approval of Resolution <br />2015 -45R, approving a <br />loan forgiveness <br />agreement <br />with the Texas Water Development Board that forgives <br />an amount not <br />to exceed <br />$401,915.00 out of $811,915.00 in <br />loan funds to the City <br />from the Clean Water State <br />Revolving Fund for the design <br />of the City's Reclaimed Water System <br />Expansion; <br />authorizing the City Manager to <br />execute said agreement <br />on behalf of the <br />City; and <br />declaring an effective date. <br />6. Consider approval of Resolution 2015 -46R, approving an agreement between the City <br />and Southwest Land Services, Inc. for the consultant's provision of professional <br />support, advice and assistance to the Planning and Development Services <br />Department, the Engineering and Capital Improvements Department and the City <br />Manager's Office in an amount not to exceed $67,500.00 contingent upon the <br />consultant's provision of sufficient insurance in accordance with the, attached <br />agreement; authorizing the City Manager or his designee to execute this agreement <br />on behalf of the City; and declaring an effective date. <br />PUBLIC HEARINGS - 7:00 PM <br />7. 7:OOPM Receive a Staff presentation and hold the second of two public hearings to <br />receive comments for or against Ordinance 2015 -13, continuing the juvenile curfew for <br />minors established by Ordinance No. 2009 -28 and subsequently extended by <br />Ordinance 2012 -16; and declaring an effective date; and consider approval of <br />Ordinance 2015 -13, on the second of two readings. <br />Chase Stapp, Police Chief, provided a brief update outlining the requirements of the Ordinance. <br />Mayor Guerrero opend the Public Hearing at 7:33 p.m. <br />There being no comments, the Mayor closed the Public Hearing at 7:33 p.m. <br />A motion was made by Mayor Pro-Tern Prather, seconded by Council Member Prewitt, that <br />Ordinance 2015 -13 be approved on the first of two readings.
