City Council Meeting Minutes April 7, 2015 about the current can ban case in New Braunfels, and that many people that are interested in supporting the river. He urged the Council to make those changes that were mentioned by Mr. Goynes. CONSENT AGENDA A motion was made by Council Member Thomaides, seconded by Mayor Pro -Tem Prather, to approve Items # 4 -6 of the consent agenda items. The motion carried by the following vote: For: 7 - Mayor Guerrero, Council Member Thomaides, Council Member Thomason, Deputy Mayor Pro Tern Scott, Mayor Pro -Tem Prather, Council Member Prewitt and Council Member Hughson Against: 0 4. Consider approval of the following: March 13, 2015, Packet Meeting Minutes March 17, 2015, Regular Meeting Minutes March 30, 2015, Workshop Meeting Minutes 5. Consider approval of Resolution 2015 -45R, approving a loan forgiveness agreement with the Texas Water Development Board that forgives an amount not to exceed $401,915.00 out of $811,915.00 in loan funds to the City from the Clean Water State Revolving Fund for the design of the City's Reclaimed Water System Expansion; authorizing the City Manager to execute said agreement on behalf of the City; and declaring an effective date. 6. Consider approval of Resolution 2015 -46R, approving an agreement between the City and Southwest Land Services, Inc. for the consultant's provision of professional support, advice and assistance to the Planning and Development Services Department, the Engineering and Capital Improvements Department and the City Manager's Office in an amount not to exceed $67,500.00 contingent upon the consultant's provision of sufficient insurance in accordance with the, attached agreement; authorizing the City Manager or his designee to execute this agreement on behalf of the City; and declaring an effective date. PUBLIC HEARINGS - 7:00 PM 7. 7:OOPM Receive a Staff presentation and hold the second of two public hearings to receive comments for or against Ordinance 2015 -13, continuing the juvenile curfew for minors established by Ordinance No. 2009 -28 and subsequently extended by Ordinance 2012 -16; and declaring an effective date; and consider approval of Ordinance 2015 -13, on the second of two readings. Chase Stapp, Police Chief, provided a brief update outlining the requirements of the Ordinance. Mayor Guerrero opend the Public Hearing at 7:33 p.m. There being no comments, the Mayor closed the Public Hearing at 7:33 p.m. A motion was made by Mayor Pro-Tern Prather, seconded by Council Member Prewitt, that Ordinance 2015 -13 be approved on the first of two readings.
