<br />197 <br /> <br />Regular Meeting <br /> <br />August 10, 1987 <br /> <br />Page 8 <br /> <br />Mayor Younger introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, SUPPORTING THE CONCEPT AND INTENDED <br />RESULT OF THE INSTALLATION OF A COST-SHARED, MULTI- <br />USER SYSTEM OF FLOOD EARLY WARNING DEVICES WITHIN <br />TRAVIS, HAYS, COMAL, CALDWELL, GUADALUPE AND BLANCO <br />COUNTIES; AUTHORIZING TOL "T. J." HIGGINBOTHAM AND <br />CATHY SCHLEGEL TO REPRESENT THE CITY OF SAN MARCOS <br />BEFORE THE TEXAS WATER DEVELOPMENT BOARD TO SECURE <br />FUNDS FOR THE IMPLEMENTATION OF SAID SYSTEM; AND DE- <br />CLARING AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for adoption of the Resolution and Mayor Younger <br />seconded the motion. Mr. Guerra asked Mr. Higginbotham if the adoption <br />of this Resolution would obligate the City financially in the future. <br />Mr. Higginbotham stated it would not financially obligate the City at <br />this time but would enable them to begin the process before the Texas <br />Water Quality Board. Mr. Guerra asked how much it would cost the City <br />in the future and Mr. Higginbotham stated only the cost of paying back <br />the bonds sold by the Water Quality Board, which would be paid by the <br />Counties involved and no funds in the fisca1 year 1988. Mike Renfro <br />stated the Water Quality Board would receive the same rating as the <br />State of Texas, being one of its entities, and that the City can opt <br />in or out later in the process. Roy Sedwick, Floodplain Coordinator <br />for the Texas Water Commission, stated the program is to place auto- <br />mated sensors on the Blanco and San Marcos Rivers. Ms. Kissler asked <br />Mr. Sedwick what would be the cost of the system. Mr. Sedwick did <br />not know what the cost would be but stated Austin's system cost half <br />a million dollars but that it is a very large system. He stated the <br />system would be a non-structural advance warning and that the three <br />sensors on the dams would not provide adequate warning. Mr. Sedwick <br />stated the Water Commission will hold a Workshop on August 19, to which <br />Mayor Younger will be invited, to show how the system works. Mr. Sed- <br />wick stated they are working on a community rating system to reduce flood <br />insurance with FEMA. Messrs. Robbins and Jenkins stated they were in <br />favor of the City proceeding at this time. Mayor Younger asked Mr. <br />Sedwick if the system could measure water quality, and Mr. Sedwick <br />stated it could check water quality and that other add-on functions <br />are available with the system. On roll call the following vote was <br />recorded: <br /> <br />AYE: <br /> <br />Brown, Farr, Younger, Hernandez, Kissler. <br /> <br />NAY: <br /> <br />None. <br /> <br />ABSTAIN: <br /> <br />Guerra. <br /> <br />Mayor Younger introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING FINAL PAYMENT TO JADON COM- <br />PANY FOR COMPLETION OF THAT PROJECT KNOWN AS L.B.J.- <br />CHESTNUT-RIDGEWAY WASTEWATER IMPROVEMENTS PROJECT, <br />ACCEPTING SAID PROJECT FOR USE BY SAID CITY, AUTHOR- <br />IZING FINAL PAYMENT IN THE AMOUNT OF $4,480.00, AND <br />DECLARING AN EFFECTIVE DATE. <br />
