220 Regular Meeting August 24, 1987 Page 4 Mayor Younger introduced for consideration a public hearing and adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE FUTURE LAND USE PLAN (~~P) OF THE MASTER PLAN OF SAID CITY, OF BLOCK 3, LOTS 13 THROUGH 15 AND BLOCK 4, LOTS 11 THROUGH 14 OF THE VICTORY GARDENS - FIRST SECTION TO THE CITY OF SAN MARCOS, HAYS COUNTY, TEXAS, AS RECORDED IN VOLUME 128, PAGE 46 OF THE HAYS COUNTY DEED RECORDS, SAN MARCOS, TEXAS, LOCATED AT 209 CAMACHO STREET, 606 AND 608 MACARTHUR STREET AND 202 AND 206 ROOSEVELT STREET, FROM COMMERCIAL TO LOW DENSITY RESIDENTIAL; AND DECLARING AN EFFECTIVE DATE. Mayor Younger opened the public hearing and asked if anyone wished to speak for or against the amendment. No one did, so Mayor Younger closed the public hearing. Mr. Farr moved for adoption of the Resolu- tion and Mr. Guerra seconded the motion, which passed unanimously. Mayor Younger introduced for consideration an addendum, adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING AN ORDINANCE ENTITLED IIAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MAR- COS, TEXAS, AUTHORIZING THE ISSUANCE AND SALE OF CITY OF SAN MARCOS, TEXAS, WATERWORKS AND SEWER SYSTEM REVENUE BONDS, SERIES 1987, IN THE AGGREGATE PRINCI- PAL AMOUNT OF $1,170,000, PRESCRIBING THE FORM OF SAID BONDS; AWARDING THE SALE THEREOF; APPROVING THE OFFICIAL STATEMENT; ENACTING OTHER PROVISIONS RELATING TO THE SUBJECT; AND DECLARING AN EMERGENCY" TO PROVIDE FOR CERTAIN FUNDS TO BE ACCUMULATED AND MAINTAINED AS SECURITY FOR SAID BONDS; CONTAINING OTHER PROVISIONS RELATING THERETO; AND DECLARING AN EMERGENCY. Ms. Kissler moved for adoption of the Ordinance on emergency and Mayor Younger seconded the motion. Rick Fisher advised the Council this Ordinance amendment completes blanks in Section 1. Section 7.01 in the second paragraph of (b) with the amount of $204,743.00 in the last sentence and in (c) the amounts of $1,233.33 and $74,000.00 respectively. The Council voted unanimously for adoption of the Ordinance on emergency. Mayor Younger introduced for consideration approval of two Ordinances on second reading and adoption of four Ordinances on third and final reading by consensus. Mr. Brown moved for approval of the two Ordin- ances on second reading and for adoption of the four Ordinances on third and final reading by consensus and Mr. Guerra seconded the mo- tion, which passed unanimously. The captions of these Ordinances read as follows: Approval of Ordinances on second reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 13 1/2 OF THE CODE OF ORDINANCES OF SAID CITY BY REPEALING OBSOLETE SEC- TIONS 13 1/2-3, 13 1/2-4, 13 1/2-5, 13 1/2-6 OF SAID CODE AND DECLARING AN EFFECTIVE DATE.
