<br />223 <br /> <br />Regular Meeting <br /> <br />August 24, 1987 <br /> <br />Page 7 <br /> <br />Mr. Hernandez moved to reconvene at 9:26 p.m. and Ms. Kissler seconded <br />the motion, which passed unanimously. <br /> <br />Ms. Kissler moved the Council remove from the table consideration of <br />the adoption of a Resolution regarding CTHEA, which caption appears <br />on Page 6 of these Minutes, and Mr. Guerra seconded the motion, which <br />passed unanimously. <br /> <br />Mr. Guerra moved for adoption of the Resolution and Ms. Kissler seconded <br />the motion. Mr. Farr moved to amend the Resolution as read into the <br />record by Mr. Eankins as follows: SECTION 2. (a) "Resolve that CTHEA <br />will issue no further bonds unless and until the Internal Revenue Ser- <br />vice issues a private letter ruling holding that CTEEA's payment of all <br />or any part of its income and funds over to the City of San Marcos will <br />have an adverse effect on the tax exempt status of the interest on CTHEA's <br />previously issued bonds;" (b) "Amend the CTHEA articles of incorporation <br />and bylaws to provide as they did prior to the 1987 amendments to those <br />documents; or amend the CTHEA bylaws and articles of incorporation to <br />provide as they did prior to the 1987 amendments to those documents ef- <br />fective on the date of receipt of a private ruling request which is fa- <br />vorable to the City if this alternate procedure is deemed acceptable by <br />City's bond counsel; and," (c) . . ., (d) "If a private letter ruling <br />request has been sent to IRS by C'l'HEA or its attorneys as of the effective <br />date of this resolution, a copy shall be furnished to the City immediately," <br />. . . and in SECTION 4. change "September 4" to "August 28" . . . ., and <br />Mr. Guerra seconded the motion, which passed unanimously. The Council <br />then voted unanimously for adoption of the Resolution. <br /> <br />Mayor Younger introduced a discussion regarding the creation of a Prospect <br />Welcoming Task Force. The Council discussed the possiblity of the Mayor <br />and one or two Council Members, the City Manager and whatever Staff repre- <br />sentatives were needed to be involved in answering questions of prospect- <br />ive businesses coming to San Marcos. Mr. Hankins advised less than a <br />quorum of Council Members could be involved in such a Task Force which <br />discusses public business unless notice is posted. Dan Graham stated <br />there is a need for confidentiality when negotiating with businesses <br />for a period of time, but that he is in favor of a group from the City <br />being involved. Mr. Guerra stated he would like to see the development <br />of a floating task force to involve all Council Members by rotation and <br />stated the bottom line in the City's involvement will be to bring more <br />jobs to San Marcos. Mr. Guerra stated he would like the Mayor to always <br />be one of the three from the Council serving on the Task Force since he <br />represents the City on the Economic Development Council. Dan Graham <br />stated he would like to see Fred Guerra be involved on the Task Force <br />when the Mayor is unable to since Mr. Guerra also serves on the Economic <br />Development Council (as the Hispanic Chamber of Commerce's representa- <br />tive) . <br /> <br />Mayor Younger introduced a discussion regarding Dan Graham presenting <br />Economic Development Council information to the City Council on a monthly <br />basis. Mr. Graham was in favor of making the reports and will do so the <br />second regular meeting of each month. <br /> <br />Mayor Younger introduced a discussion regarding the City of San Marcos' <br />Employee Group Survey. Mr. Farr stated it was difficult for look at <br />raises at this time for the City. Mr. Guerra stated he would be willing <br />for the Council to discuss pay raises at the August 26 Workshop. Mayor <br />Younger stated the Staff should look into why the different issues of <br />the survey have results in high and low points to determine why. <br />
