<br />224 <br /> <br />Regular Meeting <br /> <br />August 24, 1987 <br /> <br />Page 8 <br /> <br />Mayor Younger introduced a discussion regarding a rate increase by <br />Browning-Ferris Industries (BFI) and direction to Staff for amendments <br />to the Code of Ordinances. Mr. Gonzalez advised the Council the City's <br />contract with BFI allows for the contractor to ask for increases when <br />they are absolutely necessary. Jim Meszaros of BFI addressed the <br />Council to request a 43 cent increase over the current base residen- <br />tial rate of $4.97. This figure is derived from an addition of 4 cents <br />CPI and 39 cents disposal cost per unit (Department of Health require- <br />ments, etc.) The current charge to residential customers is $6.00, and <br />Mr. Gonzalez stated the Staff does not recommend an increase above the <br />$6.00 to cover BFI's increase at this time given the increases residents <br />will encounter in the near future in other rate increases of the City. <br />It was consensus of Council not to exceed the $6.00 currently being <br />charged and that the BFI contract amendment be placed on the September <br />14 agenda for the Council's consideration. <br /> <br />Mayor Younger introduced for consideration an addendum, approval to close <br />a portion of San Antonio Street for the holding of the Chilympiad Street <br />Dance to be held September 12, 1987. Grady Early, of the Chilympiad <br />Committee, introduced Chuck Misenheimer who is in charge of the Street <br />Dance. Mr. Misenheimer advised the Council a street dance is planned <br />to be held September 12,1987 from 8:00 p.m.-12:45 a.m. and that a live <br />band will perform beginning at 9:00 p.m. He stated the dance is free <br />to the public. He stated the downtown businesses are being encouraged <br />to stay open, especially the restaurants, as Chilympiad will not be <br />selling food (but will be selling beer). He stated the portion of the <br />street to be used will be between LBJ and Guadalupe, that Chilympiad <br />will provide porta-potties, will clean up any remaining debris and will <br />provide security from the Sheriff's Department. He stated he was work- <br />ing with Dan Nelson of the Police Department, had notified EMS and the <br />Fire Department of their request for the closing of the street. Mr. <br />Farr moved to approve the closing of San Antonio between LBJ and Guada- <br />lupe on September 12,1987 and Mr. Brown seconded the motion, which <br />passed unanimously. <br /> <br />Mr. Hernandez moved the Council adjourn into Executive Session pursuant <br />to Article 6252-17, §2(e), V.A.C.S., to discuss matters where the duties <br />of the City Attorney to the City pursuant to the Code of Professional <br />Responsibility of the State Bar of Texas clearly conflicts with Article <br />6252-17, and Ms. Kissler seconded the motion, which passed unanimously <br />(10:10 p.m.). <br /> <br />Mr. Hernandez moved the Council reconvene at 10:57 p.m. and Ms. Kissler <br />seconded the motion, which passed unanimously. <br /> <br />The meeting adjourned at 11:04 p.m. on motion made by Mr. GUerra and <br />seconded by Mr. Hernandez. <br /> <br /> <br />/. <br />itrw', g~~ <br />~.l.. 1 ~1ember <br />/" <br />~p 6- \N~ <br />F ed Gu~ra <br />Council Member <br />
