Resolution 2015 -26R supporting the adoption of legislation to authorizing the State of <br />Texas to transfer ownership of the bed and banks of the San Marcos River within the <br />City Limits to the City of San Marcos; and providing an effective date. <br />10. Resolution 2015 -27R supporting the adoption of legislation to amend Section 351.101(a) <br />of the Texas Tax Code to authorize the City of San Marcos to use a portion of the City's Hotel <br />Occupancy Tax proceeds to promote tourism by upgrading City -Owned Sports Facilities <br />including baseball, softball, soccer and flag football facilities and fields; and providing an <br />effective date. <br />11. Resolution 2015 -28R, supporting the adoption of Legislation to amend Section <br />26.05(b) of the Texas Tax Code regarding the form of a motion to set a property tax rate that <br />exceeds the effective tax rate so that governing bodies will no longer be required to falsely <br />state that they are voting to increase the tax rate when the proposed rate is the same or lower <br />than the rate in the prior tax year; supporting H.B. 1086 filed by Representative Jason Isaac <br />for that purpose; and providing an effective date. <br />NON - CONSENT AGENDA <br />12. Ordinance 2015 -10, on the first of two readings, revising and updating Article 3, <br />Standards, of Chapter 38, Fire Prevention and Protection, of the City Code; including <br />procedural provisions; and providing for penalties. <br />13. Ordinance 2015 -11, on the first of two readings, adding Article 7 to Chapter 34 of the City <br />Code titled Environment to create a Rental Nuisance Abatement Program; including <br />procedural provisions; and providing for penalties. <br />14. Resolution 2015 -29R supporting the adoption of legislation to establish local regulation of <br />groundwater production from the Trinity Aquifer in areas of Hays County that are currently <br />unregulated by any groundwater conservation district; and declaring an effective date. <br />15.
