<br />41 <br /> <br />Regular Meeting <br /> <br />September 28, 1987 <br /> <br />Page 12 <br /> <br />Mr. Brown moved for adoption of the Resolution and Mayor Younger <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration approval of an election <br />date and runoff date for Regular Elections of the City. Mr. Guerra <br />moved Regular Elections be held the first Saturday in May and Runoff <br />Elections be held three weeks later and Ms. Kissler seconded the <br />motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration approval for the purchase <br />of a new generator for the San ~larcos Police Department on an emergen- <br />cy basis without going through a formal bid process. Mayor Younger <br />moved for purchase of a 50KW generator from Lightbourn Equipment Co. <br />of San Antonio in the amount of $13,975.00 and Mr. Farr seconded the <br />motion, which passed unanimously. <br /> <br />Mayor Younger introduced for consideration approval for authorization <br />of expenditure of $250.00 from Contingency Funds to TML for revision <br />and update of a model City Charter. It was consensus of Council to <br />not act on this matter or to contribute to TML in this regard. <br /> <br />Mayor Younger introduced for discussion the status of the adult book <br />store ordinance. Mr. Guerra asked Mr. Robbins when such an Ordinance <br />would be considered by the Council. Mr. Robbins stated it would come <br />before the City Council in approximately one month, and Mr. Guerra <br />requested all churches be notified of a public hearing date. <br /> <br />The next item, a discussion regarding the City instituting a Minority <br />Business Enterprise Program for all City contracts, was discussed <br />earlier in the meeting. <br /> <br />Mayor Younger introduced a discussion by Catherine Galloway of exces- <br />sive speed of vehicles on Bishop Street and the need for reduction of <br />speed of vehicles and the need for traffic signalization. Ms. Gallo- <br />way expressed concern to reduce the speed and for stop signs to be <br />placed. She stated there needs to be enforcement of the speed limit. <br />Mayor Younger requested the State be requested to do a study for re- <br />duction of speed on Hunter Road. <br /> <br />Mayor Younger introduced a discussion on Abandoned Vehicles Ordinance. <br />It was direction of Council to look further into the matter and to <br />also look at the number of vehicles that would be allowed on anyone's <br />property. <br /> <br />Mr. Hernandez moved the Council adjourn into Executive Session pursuant <br />to Article 6252-17, §§2(e) and (g), V.A.C.S., to discuss matters where <br />the duties of the City Attorney to the City pursuant to the Code of Pro- <br />fessional Responsibility of the State Bar of Texas clearly conflicts <br />with Article 6252-17; appointment, employment and reassignment of a <br />public officer or employee, respectively and Mr. Farr seconded the <br />motion, which passed unanimously (11:58 p.m.). <br /> <br />Mr. Brown moved the Council reconvene at 12:55 a.m. and Mr. Guerra <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Younger introduced a discussion by Abe Zimmerman and Danny Roth <br />regarding property off Holland Street and the Building Moratorium. <br />Mayor Younger stated this item would be passed to the next Agenda, <br />October 12. <br />
