He stated the City needs to <br />begin to plan for surface water. Mr. Nicola agreed with Mayor Younger <br />that the fund should be initiated, because we will not have funds if <br />we do not start planning now. Mr. Gonzalez advised a meeting is <br />planned in October to review surface water plans and that GBRA repre- <br />sentatives would be here for the meeting. He stated the Council could <br />decide in November or December the rate needed to be established for <br />surface water. Mayor Younger stated he thought the rate needed to be <br />set now. Mr. Guerra stated the Council only discussed a 14% increase <br />during the budget process for rates. Mayor Younger stated the small <br />user would only have a 10% increase and that the fund needs to get <br />started. Mayor Younger moved to amend Exhibits A and B as follows: <br />Exhibit A - water rate - urban customers $5.05 for the first 2,000 <br />gallons or less; $1.03 per thousand gallons for all additional gallons <br />and the minimum bill $5.05 per month; and for rural customers $10.10 <br />for the first 2,000 gallons or less; $2.06 per thousand gallons for all <br />additional gallons and $10.10 per month minimum bill; and in Exhibit B - <br />sewer rate - residential customers - $5.05 for the first 2,000 gallons <br />of water usage or less; $1.03 per thousand gallons for the next 6,000 <br />gallons of water usage and $5.05 per month minimum bill; and commercial <br />and industrial customers $5.05 for the first 2,000 gallons of water <br />usage or less; $1.03 per thousand gallons for all additional gallons <br />of water usage and $5.05 per month minimum bill (16.80% increase); and <br />Mr. Brown seconded his motion, which passed unanimously. Mr. Nicola <br />moved for adoption of the Ordinance on emergency and Mr. Brown seconded <br />the motion. On roll call the following vote was recorded: <br /> <br />AYE: <br /> <br />Brown, Farr, Younger, Hernandez, Kissler, Nicola. <br /> <br />NAY: <br /> <br />Guerra. <br /> <br />ABSTAIN: <br /> <br />None. <br /> <br />Mayor Younger introduced for consideration a public hearing and adoption <br />of a Zoning Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED JUNE 13, <br />1984 (VOL. 66) BY ZONING LOTS 6 AND 7, BLOCK 10, <br />VICTORY GARDENS, FIRST ADDITION, SAN MARCOS, HAYS <br />COUNTY, TEXAS, AS RECORDED IN VOLUME 128, PAGE 46 <br />OF THE DEED RECORDS OF HAYS COUNTY, TEXAS, LOCATED <br />AT 319 ROOSEVELT STREET, FROM "M" (SINGLE-FAHILY, <br />DUPLEX AND NEIGHBORHOOD BUSINESS DISTRICT) TO "MR" <br />(MOBILE HOME AND RESIDENTIAL DISTRICT); AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />Mayor Younger opened the public hearing and asked if anyone wished to <br />speak in favor or in opposition to the amendment. No one did, so <br />Mayor Younger closed the public hearing. Ms. Kissler moved for <br />adoption of the Zoning Ordinance and Mr. Guerra seconded the motion. <br />Mr. Hernandez stated he was concerned this could affect the neighbor- <br />hood. Pedro Grimaldo of Souths ide Community Center stated he is not <br />a direct neighbor but is concerned that mobile homes are allowed to be <br />in the neighborhood. On roll call for adoption, the following vote was <br />recorded: <br /> <br />AYE: Brown, Farr, <br />NAY; Younger. <br />ABSTAIN: None. <br /> <br />Guerra, Hernandez, Kissler, Nicola. <br />
