Mr. <br />Robbins reviewed with the Council the revised Corridor Map areas <br />(shown in red), which include Purgatory, Blanco and Cape's Camp <br />tributaries. Mr. Robbins stated damage will occur from develop- <br />ment if these revisions are not in place. Mr. Robbins stated he <br />did feel an annual review of the Ordinance is unnecessary, and <br />Mr. Hankins stated it could be changed to a periodic review. Ms. <br />Kissler moved to amend the Ordinance in Section 36-2(B) (3) for <br />a periodic review rather than annual review of the Ordinance, and <br />Mr. Farr seconded the motion, which passed unanimously. Mr. Robbins <br />stated this Ordinance is designed to protect the River from pollution <br />from development along the River. Jay Moore stated he does not think <br />the amendments are necessary or that the articles relate to our River. <br />Mr. Robbins stated he does feel they relate to our River. Mr. Moore <br />request the City get recommendations to specific areas along the River. <br />Mr. Nicola stated he is in favor of 2000' along Purgatory and the 200' <br />requirement. Mayor Younger stated he is not in favor of the 2000' <br />requirement. On roll call for approval of the Ordinance on second <br />reading, the following vote was recorded: <br /> <br />AYE: Brown, Farr, Kissler, Nicola. <br />NAY: Guerra, Younger, Hernandez. <br />ABSTAIN: None. <br /> <br />Mayor Younger introduced for consideration reconsideration of a Zoning <br />Ordinance. The Council did not wish to reconsider the Ordinance. <br />The caption of this Ordinance reads as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED JUNE 13, <br />1984 (VOL. 66) BY ZONING OF 84.17 ACRES, MORE OR LESS, <br />OUT OF THE J. M. VERAMENDI LEAGUE NO.1, FROM BEING <br />"PD" (PRE-DEVELOPMENT DISTRICT [LOW DENSITY]), AND <br />"c" (COMMERCIAL DISTRICT) TO "PDD" (PLANNED DEVELOP- <br />MENT DISTRICT); APPROVING A PDD DEVELOPMENT PLAN FOR <br />SAID 84.17 ACRE TRACT AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Younger introduced for ccnsideration approval of two Ordinances <br />on second reading and adoption of an Ordinance on third and final <br />reading by consensus. Mr. Brown moved for approval of the two Ordin- <br />ances on second reading and adoption of the Ordinance on third and <br />final reading by consensus and Mr. Hernandez seconded the motion, <br />which passed unanimously (Mayor Younger voting NAY on Item 12.A. [1]). <br />The captions of these Ordinances read as follows: <br /> <br />Approval of Ordinances on second reading: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING CHAPTER 35, COMPREHENSIVE <br />DEVELOPMENT CODE OF THE SAN MARCOS CODE OF ORDINANCES <br />BY PROVIDING FOR VARIANCES AND APPEALS, CLARIFYING <br />BUFFERYARD REQUIREMENTS, ESTABLISHING THE NUMBER OF <br />REQUIRED DEED RESTRICTION COPIES, ESTABLISHING A RE- <br />CORDING FEE, CLARIFYING THE PDD PROCESS, ADDING APPEN- <br />DIX C, PLAN REQUIREMENTS, CLARIFYING THE DISCRETIONARY <br />BONUS AWARD PROCESS, ESTABLISHING BASE DENSITY, AND <br />ESTABLISHING AN EFFECTIVE DATE. <br /> <br />(Mayor Younger voting NAY on the preceding Ordinance). <br />
