113 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, NOVEMBER 2, 1987 PRESENT: Mayor J. E. Younger Mayor Pro-Tem Council Members Gerald G. Farr Karl W. Gilley Also Present: R. G. Phillips, Patty Wenk, Mark Hendricks, Jerry Moore, Jerri Martin, Lon Mathis, Cindy Rodriguez, Dan Corbett, Bill Fly, P. C. Knox, Melissa Millecam, Hugh Snellings, Patsy Greiner, Kathy Morris, Edra Albright, Bill Coddington, Patty Sullivan, June Hankins, Joe Garcia, Cathi Castoldi, Bruce Harper, Tom Wirtz, John McCrocklin, Ted Breihan, Clarence Miller, Randall Morris, Margaret Lindsey, Bill Taylor and others. Mayor Younger called the meeting to order at 6:00 p.m. Mayor Younger stated the Executive Session would be fo~ the Members of CTHEA who wished to have a private hearing with the Council. He stated if they did not wish to have a private hearing, there would be no Executive Session and that they could have a public hearing. He stated only the CTHEA Board Members would be allowed to speak, and that no questions would be answered until after the new Board Members are appointed, and at that time he would read a Statement from the City Council. No CTHEA Members requested a private hearing with the Council. Kathi Castaldi stated she had done a good job for this community for the past fifteen years that she has resided here. She stated she has acted in the best interest of San Marcos and that she feels the CTHEA Board has been slapped for having a difference of opinion. She stated she wants to see the program continue. She said the letter some of the Members received that morning stating the Board might misappro- priate funds she found to be offensive. She said J. R. Thornton has served on the Board for ten years and the City has made a mistake in how this matter has been handled, that it would be more appropriate for the City to be giving Mr. Thornton a plaque rather than a dismis- sal. She said the City Council has worked hard to bring jobs to San Marcos, yet they are wiping out thirteen jobs with the abolishment of CTHEA. She said this should never have happened, that it has been mishandled. She stated the City Council has not attended their meet- ings except for Fred Guerra who once served on the CTHEA Board, and that the Council should have become familiar with what they do. Bill Fly spoke on behalf of John Morrisset, and stated as representa- tives of the City, the Council acts on the citizens' behalf. Is the Council acting out the will of the people, and he submits to the Council that they are not. Mr. Arredondo was not present to speak. Raymond Johnson stated he is a banker in Austin, and that his bank makes student loans. He stated the CTHEA organization has provided a program they have confidence in. As lenders, their bank has faith CTHEA's loans will be purchased. He stated the CTHEA organization has willingly provided help and that they have a good staff. He recommends the Staff continue the program they have operated so well.
