C. <br />Knox, Melissa Millecam, Hugh Snellings, Patsy Greiner, Kathy Morris, <br />Edra Albright, Bill Coddington, Patty Sullivan, June Hankins, Joe <br />Garcia, Cathi Castoldi, Bruce Harper, Tom Wirtz, John McCrocklin, Ted <br />Breihan, Clarence Miller, Randall Morris, Margaret Lindsey, Bill <br />Taylor and others. <br /> <br />Mayor Younger called the meeting to order at 6:00 p.m. <br /> <br />Mayor Younger stated the Executive Session would be fo~ the Members <br />of CTHEA who wished to have a private hearing with the Council. He <br />stated if they did not wish to have a private hearing, there would be <br />no Executive Session and that they could have a public hearing. He <br />stated only the CTHEA Board Members would be allowed to speak, and <br />that no questions would be answered until after the new Board Members <br />are appointed, and at that time he would read a Statement from the <br />City Council. No CTHEA Members requested a private hearing with the <br />Council. <br /> <br />Kathi Castaldi stated she had done a good job for this community for <br />the past fifteen years that she has resided here. She stated she has <br />acted in the best interest of San Marcos and that she feels the CTHEA <br />Board has been slapped for having a difference of opinion. She stated <br />she wants to see the program continue. She said the letter some of <br />the Members received that morning stating the Board might misappro- <br />priate funds she found to be offensive. She said J. R. Thornton has <br />served on the Board for ten years and the City has made a mistake <br />in how this matter has been handled, that it would be more appropriate <br />for the City to be giving Mr. Thornton a plaque rather than a dismis- <br />sal. She said the City Council has worked hard to bring jobs to San <br />Marcos, yet they are wiping out thirteen jobs with the abolishment of <br />CTHEA. She said this should never have happened, that it has been <br />mishandled. She stated the City Council has not attended their meet- <br />ings except for Fred Guerra who once served on the CTHEA Board, and <br />that the Council should have become familiar with what they do. <br />Bill Fly spoke on behalf of John Morrisset, and stated as representa- <br />tives of the City, the Council acts on the citizens' behalf. Is the <br />Council acting out the will of the people, and he submits to the <br />Council that they are not. Mr. Arredondo was not present to speak. <br />Raymond Johnson stated he is a banker in Austin, and that his bank <br />makes student loans. He stated the CTHEA organization has provided <br />a program they have confidence in. As lenders, their bank has faith <br />CTHEA's loans will be purchased. He stated the CTHEA organization has <br />willingly provided help and that they have a good staff. He recommends <br />the Staff continue the program they have operated so well. <br />
