City Council Meeting Minutes June 2, 2015 <br />3. Receive an update on the Memorial Weekend Flood Event, and provide direction to Staff. <br />Kenneth Bell, Fire Marshal and Emergency Operations Coordinator, provided the Council with a <br />presentation of the Memorial Weekend Flood Event. He provided information regarding agencies <br />that were currently assisting, where individuals would go to apply for FEMA assistance, and a <br />property damage assessment. <br />4. Receive a presentation by Tom Taggart, Public Services Director regarding levels of <br />naturally occurring fluoride in the City of San Marcos water supply, hold discussion, and <br />provide direction to Staff. <br />A motion was made by Deputy Mayor Pro Tern Scott, seconded by Council Member Thomason, that <br />this Presentation be postponed to the June 16, 2015 meeting. The motion carried by the following <br />vote: <br />For: 7 - Mayor Guerrero, Council Member Thomaides, Council Member Thomason, Deputy <br />Mayor Pro Tern Scott, Mayor Pro -Tem Prather, Council Member Prewitt and Council <br />Member Hughson <br />Against: 0 <br />- 5.--Receiptof the- Planning &- Zoning -,Commission' s- fZecommendatiorr- orr- 20 -1-6 -- 2025 - Capital- - <br />Improvements Plan (CIP). <br />Laurie Moyer, Director of Engineering and CIP, presented council with the recommendation made by <br />the Planning and Zoning Commission regarding the 2016 -2015 Capital Improvement Plan. No further <br />action was taken. <br />5:OOPM Executive Session in accordance with Section §551.071 of the Texas Government <br />Code: Consultation with Attorney - to receive the advice of legal counsel regarding the <br />process for amendment of a home rule city charter under the requirements of state law <br />and the San Marcos City Charter; and in accordance with in accordance with Section <br />§551.087 of the Texas Government Code: Economic Development - to receive a briefing <br />from the Greater San Marcos Partnership and deliberate regarding the potential offer of <br />Economic Development Incentives to Project Humpty Dumpty, Project Endurance and <br />Project PowerChip. <br />A motion was made by Mayor Guerrero, seconded by Council Member Hughson, to enter into <br />Executive Session at 8:47 p.m. in order to complete the remaining part of the item agendized. The <br />motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Council Member Thomaides, Council Member Thomason, Deputy <br />Mayor Pro Tern Scott, Mayor Pro -Tem Prather, Council Member Prewitt and Council <br />Member Hughson <br />Against: 0 <br />Consider adoption or direction to Staff on matters discussed in Executive Session. <br />The Council reconvened into regular session at 10:12 p.m. Council provided direction to Staff during <br />Executive Session. <br />6:00 PM <br />City of San Marcos page 2 <br />
