City Council Meeting Minutes June 2, 2015 3. Receive an update on the Memorial Weekend Flood Event, and provide direction to Staff. Kenneth Bell, Fire Marshal and Emergency Operations Coordinator, provided the Council with a presentation of the Memorial Weekend Flood Event. He provided information regarding agencies that were currently assisting, where individuals would go to apply for FEMA assistance, and a property damage assessment. 4. Receive a presentation by Tom Taggart, Public Services Director regarding levels of naturally occurring fluoride in the City of San Marcos water supply, hold discussion, and provide direction to Staff. A motion was made by Deputy Mayor Pro Tern Scott, seconded by Council Member Thomason, that this Presentation be postponed to the June 16, 2015 meeting. The motion carried by the following vote: For: 7 - Mayor Guerrero, Council Member Thomaides, Council Member Thomason, Deputy Mayor Pro Tern Scott, Mayor Pro -Tem Prather, Council Member Prewitt and Council Member Hughson Against: 0 - 5.--Receiptof the- Planning &- Zoning -,Commission' s- fZecommendatiorr- orr- 20 -1-6 -- 2025 - Capital- - Improvements Plan (CIP). Laurie Moyer, Director of Engineering and CIP, presented council with the recommendation made by the Planning and Zoning Commission regarding the 2016 -2015 Capital Improvement Plan. No further action was taken. 5:OOPM Executive Session in accordance with Section §551.071 of the Texas Government Code: Consultation with Attorney - to receive the advice of legal counsel regarding the process for amendment of a home rule city charter under the requirements of state law and the San Marcos City Charter; and in accordance with in accordance with Section §551.087 of the Texas Government Code: Economic Development - to receive a briefing from the Greater San Marcos Partnership and deliberate regarding the potential offer of Economic Development Incentives to Project Humpty Dumpty, Project Endurance and Project PowerChip. A motion was made by Mayor Guerrero, seconded by Council Member Hughson, to enter into Executive Session at 8:47 p.m. in order to complete the remaining part of the item agendized. The motion carried by the following vote: For: 7 - Mayor Guerrero, Council Member Thomaides, Council Member Thomason, Deputy Mayor Pro Tern Scott, Mayor Pro -Tem Prather, Council Member Prewitt and Council Member Hughson Against: 0 Consider adoption or direction to Staff on matters discussed in Executive Session.
