City Council Meeting Minutes June 2, 2015 <br />'I. Invocation <br />A moment of silence was observed. <br />IV. Pledges Of Allegiance - United States And Texas <br />Jared Miller, City Manager, led the pledges of allegiance. <br />V. 30 Minute Citizen Comment Period <br />John Meeks, addressed agenda item #16 and asked the council to approve the contract between the <br />GSMP and the City. Mr. Meeks spoke in admiration of the Greater San Marcos Partnership and all <br />that the great economic position that we are in. He encouraged the council to vote unanimously to <br />approve the contract. <br />Tim Robb, addressed the Council regarding the recent flood and a letter that he sent to the Council. <br />Those that are displaced are in a difficult financial spot. He suggested that the Fairlawn Addition be <br />declared uninhabitable. <br />Melissa Derrick, addressed the Council regarding the apartments on Cape's Camp and how she <br />believes it caused the flooding of the neighborhoods in that area. She didn't anticipate that the <br />flooding would happen so soon. She mentioned that it caused a levy and that drains were clogged. <br />She reminded the Council that the developers were already under litigation for flooding an adjacent <br />neighborhood in Tuscaloosa. She hopes that the city will take responsibility and that engineers <br />would get out to fix it. <br />Lisa Marie Coppoletta, addressed the San Marcos regarding the flooding and the impacts on the <br />Blanco Gardens Neighborhood. She thanked several people that been out helping in the area. She <br />stated that we have short term and long term effects. She stood in silence with her back to the <br />Council. <br />Jim Garber, addressed the Council regarding the Blanco Gardens neighborhood and that they had <br />tons of recycling bins and garbage receptacles that had washed across the way on River Road. <br />They were sucked there like a drain. He stated that none of these people are hydrologists so if you <br />want to know what really happened to hire some experts to determine what truly happened. That's <br />what Tuscaloosa did and told Dovetail no certificates of occupancy until you have experts review this <br />flood event. The developer had to fund that and the experts were of the city's choice. He urged <br />Council to contact Tuscaloosa... it's the responsible thing to do. <br />John David Carson, thanked the City leaders and staff for their leadership and response to the flood. <br />He would like the council to retain their current regulations regarding height warrants in the <br />SmartCode area. He stated that this doesn't address the parking requirements and that they need to <br />be adjusted back to the base SmartCode requirements, three to five story. He also addressed #16 <br />and spoke in support of the GSMP contract and asked the Council to approve it and move forward. <br />He also addressed item #14 and spoke in favor of this adoption but asked that they take a lighter <br />touch on properties in the ETJ. <br />Terry Norris, addressed the Council regarding his concerns about a particular block on Mill Street. <br />This has been significantly changed since the last council meeting. Would someone please notify <br />him within 10 days on whether or not this can be repaired as he is requesting? Please let him know <br />if this has been approved. Since he lives there it's not safe. <br />Grace Davis, addressed the Council regarding the flooding on Conway Drive. She stated that the <br />community told this body that it would flood this neighborhood. She stated that their neighbors <br />City of San Marcos Page 3 <br />
