City Council Meeting Minutes June 2 2015 <br />are the working class and now everything has changed. She encouraged the Council to not allow <br />one person to occupy the new apartment complex if they have flooded that neighborhood. You are <br />asking for trouble and we need you to make so decisions on what will happen with those <br />neighborhoods. Please help us get information that the elderly can access. She looks forward to <br />the great decisions the Council will make in the future. <br />Dianne Wassenich, addressed the Council about the 1 page flood summary that she has been giving <br />council members when they are elected. She stated that she was assured that when this apartment <br />was built that the engineering was going to prevent what happened. I don't understand how water <br />gets to your moat when there is a dam created by a wall of dirt in such a way that it when straight into <br />the neighborhood. I don't know how you are ever going to evacuate the students if this happens <br />again. It's dangerous and needs to be removed. <br />Nancy Moore, addressed the Council to consider a stop work order until engineering can look at this <br />project. All of the citizens here are begging for some help. <br />Jennifer Roberts, addressed the Council regarding the flood and her grandparent's house being <br />effected. She said that the flood was the same as 98 but this time the water came in the front of the <br />house too. The house was built up pretty high knowing what the flood situation was. The house <br />faces the apartments on River Road and she feels that they contributed to the difference. <br />Annette Dever, yielded her time to Jacob Monyota. <br />Jacob Monyota, addressed the Council regarding the flood and stated that his home was not <br />impacted, but his friends' homes were. - These are people that have never had to-purchase flood <br />insurance. Now their entire lives are gone and the economic impact is significant. With over 1000 <br />students allowed to live in that complex looking at the egress and digress from that complex cannot <br />be evacuated safely. <br />David Wendel, addressed the Council about the flooding and that the vote on the Cape's Camp <br />Project shouldn't have been a yes vote. Last week the proof was in the pudding and The Woods is <br />high and dry. This is known as willful ignorance and it is stupidity. If anyone had googled this info <br />you would have found what happened in Tuscaloosa. <br />Zachary Halfkin, addressed the Council as an advocate of the river and explained that when you go <br />down the Blanco there is limestone. He stated that he didn't think that we understand how water will <br />flow down that river. The more that we build on the river the more issues we will have. There was a <br />moat and drainage culverts that couldn't drain. Imagine what would have happened if we had water <br />like that in the San Marcos watershed <br />Wayne Becak, addressed the Council in support of the Greater San Marcos Partnership. For the 23 <br />years that he has lived in San Marcos he has helped grow San Marcos. He has served on every <br />Economic Development board since he has lived here. He stated that Adriana Cruz is the best that <br />we have seen in leading this effort. He stated that he is not advocating for increasing the amount. <br />It takes a lot of money to market ... this gives us the opportunity to compete. He wants to see good <br />jobs made available for our citizens that are living at or below the poverty level. <br />CONSENT AGENDA <br />A motion was made by Council Member Hughson, seconded by Council Member Prewitt, to approve <br />the consent agenda Items #6 -12, with the exception of Item #11 which was pulled and <br />City of San Marcos Page 4 <br />
