City Council Meeting Minutes June 2, 2015 <br />Motion to Amend: A motion was made by Deputy Mayor Pro Tem Scott, seconded by Council <br />Member Thomason, to amend Section 1(0) to strike "recommended by the Corporation," change <br />have to has, change effect to interest, and strike "that information shall be disclosed to the City <br />Manager as soon as the member is aware of the conflict but no later than the presentation of the <br />proposal to the City Council for final approval and" and also strike "This section shall not apply to <br />any economic interest or benefit arising after the City has executed an agreement to provide an <br />incentive to a prospect." The motion carried by the following vote: <br />For: 5 - Mayor Guerrero, Council Member Thomason, Deputy Mayor Pro Tem Scott, Mayor <br />Pro -Tem Prather and Council Member Hughson <br />Against: 2- Council Member Thomaides and Council Member Prewitt <br />Motion to Amend: A motion was made by Council Member Hughson, seconded by Council Member <br />Prewitt, to amend Section 1(0) to insert language referring to Section 2.423. The motion failed by the <br />following vote: <br />For: 3 - Council Member Thomaides, Council Member Prewitt and Council Member Hughson <br />Against: 4 - Mayor Guerrero, Council Member Thomason, Deputy Mayor Pro Tem Scott and Mayor <br />Pro -Tem Prather <br />Main Motion: A motion was made to approve Resolution 2015 -65R, as amended. The motion carried <br />by the following vote: <br />For: 5- Mayor Guerrero, Council Member Thomason, Deputy Mayor Pro Tem Scott, Mayor <br />Pro -Tem Prather and Council Member Hughson <br />Against: 2 - Council Member Thomaides and Council Member Prewitt <br />17. Discuss and consider appointments to the Zoning Board of Adjustments, and provide <br />direction to staff. <br />A motion was made to appoint Matthew Chambers, Lisa Spencer, Rick Henderson, and Gary Gooch to <br />the Zoning Board of Adjustments. The motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Council Member Thomaides, Council Member Thomason, Deputy <br />Mayor Pro Tem Scott, Mayor Pro -Tem Prather, Council Member Prewitt and Council <br />Member Hughson <br />Against: 0 <br />18. Receive a Staff update and hold discussion regarding the Fiscal Year 2015 -2016 Visioning <br />Goals, and provide direction to Staff. <br />Jared Miller, City Manager, provided the Council with an update regarding the most recent draft of the <br />Fiscal Year 2015 -2016 Visioning Goals. Following discussion Council provided direction for Staff to <br />combine goals #2 and #6. <br />19. Hold discussion and provide direction to Staff regarding the 1st Year Annexation Strategy <br />Timeline and Potential Areas for Annexation. <br />Shannon Mattingly, Director of Development Services, provided the Council with a presentation of the <br />first year annexation timeline and potential areas for annexation. Council requested that Staff <br />provide them with a service plan or an estimate of what it will cost the City. <br />20. Discuss and give direction to Staff regarding the Proposed Schedule for the Annexation of <br />the Trace - Highpointe Development. <br />City of San Marcos Page 8 <br />
