City Council Meeting Minutes June 2, 2015 A motion was made by Deputy Mayor Pro Tern Scott, seconded by Council Member Thomason, that Resolution 2015 -64R be approved. The motion carried by the following vote: For: 7 - Mayor Guerrero, Council Member Thomaides, Council Member Thomason, Deputy Mayor Pro Tern Scott, Mayor Pro -Tem Prather, Council Member Prewitt and Council Member Hughson Against: 0 16. Consider approval of Resolution 2015 -65R, approving an agreement with the Greater San Marcos Economic Development Corporation (GSMP) for Economic Development Services; authorizing the City Manager to execute the agreement on behalf of the City; and declaring an effective date. Main Motion: A motion was made by Council Member Thomaides, seconded by Council Member Hughson, to approve Resolution 2015 -65R. Motion to Amend: A motion was made by Council Member Hughson, seconded by Council Member Thomason, to amend Section 1(H)3: to strike Manager and replace it with Clerk as follows:" ...and to the City Clerk at least 3 days prior to the meeting at which an incentive is to be considered." and in Section 1(K) striking Council and replacing it with Clerk as follows: "...budget must be submitted to the City Clerk" and in Section 4 (H) to strike Council and insert Clerk "...thereof to the City Clerk ". The motion carried by the following vote: For: 7 - Mayor Guerrero, Council Member Thomaides, Council Member Thomason, Deputy Mayor Pro Tern Scott, Mayor Pro-Tern Prather, Council Member Prewitt and Council Member Hughson Against: 0 Motion to Amend: A motion was made by Mayor Pro-Tern Prather, seconded by Council Member Thomason, to amend Section 3 to extend the term to September 30, 2016 instead of April 30, 2016. The motion carried by the following vote: For: 4 - Mayor Guerrero, Council Member Thomason, Deputy Mayor Pro Tern Scott and Mayor Pro-Tern Prather Against: 3 - Council Member Thomaides, Council Member Prewitt and Council Member Hughson Motion to Amend: A motion was made by Council Member Hughson, seconded by Mayor Guerrero, to amend Section 3 by adding the following: B. Pursuant to the city's rights and obligations under this contract, both parties agree and acknowledge that a review of these Terms & Conditions shall be conducted annually in March, in order to assure alignment with the city's visioning process.
