<br />8 <br /> <br />Regular Meeting <br /> <br />December 7, 1987 <br /> <br />Page 4 <br /> <br />ESTABLISHING THE OFFICE OF ELECTRICAL INSPECTOR, <br />PROVIDING REQUIREMENTS FOR ELECTRICIAN'S LICENSES, <br />PROVIDING FOR ELECTRICAL LICENSE EXAMINATIONS, <br />PROVIDING FEES FOR LICENSES, EXAMINATIONS, AND <br />PERMITS, PROVIDING FOR RECIPROCAL LICENSE AGREE- <br />MENTS, REQUIRING PERMITS AND INSPECTIONS, PROVID- <br />ING FOR PENALTIES AND SUSPENSIONS, PROVIDING FOR <br />APPEALS, AMENDING THE NATIONAL ELECTRICAL CODE, <br />AND ESTABLISHING AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for approval of the Ordinance on first reading <br />and Mr. Guerra seconded the motion. Gary Hopkins, Chairman of the <br />Electrical Board, recommended the City Council adopt the Ordinance <br />as presented. Mr. Farr asked Mr. Hopkins if the Board had considered <br />an outside group giving the tests. Mr. Hopkins stated they had not <br />discussed it at length in placing it in the Ordinance, because the <br />Board is opposed to that.. He advised the Council the Board has worked <br />on the amended Ordinance for two to three years. He stated some of <br />San Marcos' standards are higher than the National Code, and those <br />standards are retained in this Ordinance, but no standards are less <br />than NFPA standards in the Ordinance. He stated the Board's test <br />is fair, and that the Board writes and supervises the test. Mr. <br />Eankins advised there is not a lot of information on electrical <br />board testing, but there is a lot of information on testing general- <br />ly. Mr. Guerra stated he would like to see the Staff's amendments <br />placed in the Ordinance before final reading and allow the Electric <br />Board to respond as amended. Ms. Kissler stated she would like to <br />have the City's test validated. Mr. Hopkins stated the City's test <br />is technical and consists of 100 or more questions. He stated they <br />are best able to judge themselves, and the Board would be stripped <br />of its responsibilities if this procedure is changed. Mr. Hankins <br />suggested the Board could work with a third party. Ms. Kissler stated <br />she would like to see the City's test validated by a third party. Mr. <br />Hopkins stated he did not think there would be objection to Ms. <br />Kissler's point. Mr. Hopkins stated there is a conflict between the <br />Ethics Ordinance regarding contractors being prohibited from working <br />for the City if on the Board. Mr. Brown stated he had a concern with <br />the Board's control as what would be to prohibit the Board from keeping <br />out competitors. The Council voted unanimously for approval of the <br />Ordinance on first reading. <br /> <br />Mayor Younger introduced for consideration adoption of an Ordinance <br />on third and final reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SUBSECTION (e) OF SECTION <br />11-11 OF CHAPTER 11 OF THE CODE OF ORDINANCES TO RE- <br />QUIRE THE TRAINING OF ALL PROSPECTIVE HANDLERS OF <br />FOOD WITHIN SAID CITY IN LIEU OF THE ACQUISITION OF <br />HEALTH CERTIFICATES, AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Farr moved for adoption of the Ordinance on third and final <br />reading and Mayor Younger seconded the motion. Terry Ewald ad- <br />vised the Council 2,083 health cards were issued last year and <br />2,156 the year before. He recommends the Council adopt the provi- <br />sion for two-year cards. Mayor Younger suggested training sessions <br />be given quarterly, and Mr. Ewald stated it would be difficult to <br />train that many at one time and would require a much larger facility <br />for that purpose. The Council voted unanimously for adoption of <br />the Ordinance. <br />
