Item 6 on the Agenda, ZC-87-37 - Zoning Commission - to hold public hearing and consider recommending approval of a zoning change of Lot 1, Block Q, Hughson Heights, Section 3, San Marcos, Hays County, Texas, located at approximately the 2200 Block of N. LBJ, from "MF-2" (Multi- Family District (Medium Densi tyJ) to "11F-3 II (Multi-Family District [High Density]) (Zoning Commission minutes attached). Item 7 on the Agenda, ZC-87-42 - Zoning Commission - to hold public hearing and consider recommending approval of a zoning change of Lots 86, 93, 94, 95, 100, 101~ 102,103, 108 and 109, Third Division, Park Addition, San Marcos, Texas,located at the 900 and 1000 Block of Chestnut, from "MF-4" (Multi-Family District [High Density]) to "TDR-GZ" (Transfer of Development Rights-Granting Zone) (Zoning Commission minutes attached). At 7:30 p.m. Mayor Younger introduced for consideration a public hearing and adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN !v1ARCOS, TEXAS, AMENDING THE GENERAL ZONING ORDINANCE TO PROVIDE FOR A VOLUNTARY RESIDENTIAL TRANSFER OF DEVELOPMENT RIGHTS AND DECLARING AN EMERGENCY. Mayor Younger opened the public hearing and asked if anyone wished to speak for or in opposition to the amendment. No one did, so Mayor Younger closed the public hearing. Mr. Farr moved to amend the Ordin- ance to approve the Ordinance on first reading rather than on emergency, and Mr. Brown seconded the motion. Mr. Farr moved to amend the Ordinance in the Example in Section 300.302 as follows: "Granting zone of 10 acres zoned MF-2 has 80 dwelling units to transfer (10 acres x 8 units per acre = 80 units) "and in Section 300.304. Example. "Granting zone of 10 acres-Zoned MF-2 (80 units). Receiving zone of 10 acres zoned MF-2 (120 units)." - "Granting zone transferable units: 10 acres x 8 units per acre = 80 uni ts . " "Total units allowed after transfer: units." 120 units plus 80 units = 200 Mr. Brown seconded the motion, which passed unanimously. Roll call for approval on first reading was not taken and first reading will be rescheduled December 16, 1987.
