109.1.1 Closing of Vacant Structures. Where boarding or other coverings are exposed to the elements for a period <br />of 90 days or more, they must be seal coated. The seal coat shall not be applied unless it is approved by the <br />Building Official. The seal coat shall: <br />(1) provide protection to the boarding or other covering to protect from weather, and <br />(2) maintain or enhance the existing aesthetic appearance of the structure through color, application and use. <br />109.1.2 Placarding. The Building Official is authorized to post a notice to prevent occupancy or unauthorized <br />entry to an unsafe structure. The content of the notice can be as prescribed by the Building Official. <br />Section 111 is amended to read as follows: <br />111 Means of Appeal. The Construction Board of Appeals is designated to hear all appeals regarding this code <br />following procedures and process identified in the bRuilding code and its amendments. <br />Section 113 Permits Required is added as follows: <br />113.1 Any water heater installation is required to have a permit. For purposes of this section, the permitting rules <br />established in section 106 of the plumbing code shall apply. <br />Section 304. LI is deleted. <br />Section 305. LI is deleted. <br />Section 306 is deleted. <br />Secs. 14.187-14.235. - Reserved. <br />ARTICLE 9. - UNSAFE BUILDING ABATEMENT <br />Sec. 14.236. - Definitions. <br />In this article: <br />Building includes all or any part of a building or structure. <br />Building official means the building official or the official's designated representative. <br />Sec. 14.237. - Scope. <br />This article applies equally to all buildings, regardless of the date of their construction. <br />Sec. 14.238. - Purpose. <br />This article is remedial in purpose and shall be construed to secure the prevention and abatement of hazards <br />incident to the construction, alteration, repair, removal, use and maintenance of buildings. <br />Sec. 14.239. - Prohibited acts. <br />(a) It is unlawful for the owner of a building to maintain the building in a manner that allows the building to become <br />or remain an unsafe building. <br />(b) It is unlawful for any person to remove any form of unsafe building notice attached to a building by the building <br />official. <br />Sec. 14.240. - Unsafe building. <br />If a building fails to meet the following minimum standards for continued use and occupancy, it is considered <br />an "unsafe building," and whenever that term is used in this article, it means: <br />Page 22 <br />
