Hopkins - Budget Update Workshop <br />630 East Hopkins <br />San Marcos, TX 78666 <br />City Council Chambers <br />With a quorum present, the Budget Update workshop of the San Marcos City <br />Council was called to order by Mayor Daniel Guerrero at 5:35 p.m. Tuesday, <br />June 30, 2015 in the City Council Chambers, 630 E. Hopkins, San Marcos, <br />Texas 78666. <br />II. Roll Call <br />Council Member Thomason and Council Member Prewitt arrived after roll <br />call at approximately 5:37p.m. <br />Present: 7 - Mayor Daniel Guerrero, Council Member John Thomaides, Council Member Ryan <br />Thomason, Deputy Mayor Pro Tern Shane Scott, Mayor Pro -Tem Jude Prather, <br />i Council Member Lisa Prewitt and Council Member Jane Hughson <br />1 1. Receive a Staff presentation and update regarding the Fiscal Year 2015 -2016 budget, <br />and provide direction to Staff. <br />Feather Hurlbert, Finance Director provided a presentation and led a <br />discussion regarding the Fiscal Year 2015 -2016 Budget. <br />Council Requested the following item: (a) A list /column on the Tax Rate <br />Comparison chart to show what we are not gaining due to tax abatements. This <br />list should include the entity, what was collected, and what was rebated back. <br />(b) A chart that shows social service funding for peer and surrounding cities. <br />(c) Interest in increasing Social Service funding level to atleast $450,000. (d) <br />Receive a Comprehensive list for beautification programs (e) Consensus to <br />combine beautification into comprehensive funding (f) Recommendation of <br />$250,000 for beutification funding, it was suggested to increase the solid waste <br />fee by $0.50 per month per customer to derive this amount. (g) Suggestion to <br />call beautification "Community Enhancement." (h) Sign /facade program <br />suggestion to include a timeframe requiring businesses to remain downtown <br />with the sign or a requirement that the business repay the City a certain <br />amount. <br />Additional information will be provided and discussed at future budget <br />workshops. <br />City of San Marcos Page I <br />
