Phil1ips, Ed Fauver, Kim Bradley and others. <br /> Mayor Morris called the meeting to order at 12:00 noon. <br /> Mr. Younger moved that the minutes of February 22, 1993, Special <br /> Meeting be approved, Mr. Cruz seconded the motion. The Board voted <br /> unanimously to approve the minutes. <br /> Mayor Morris introduced a discussion regarding the 1993 Electric <br /> Rate Study. Mr. Saffer presented, an overv1ew of the major <br /> highlights of the Executive Summary - 1993 Electric Rate Study. <br /> Mr. Saffer stated (1) the study is based upon the San Marcos <br /> Electric Utility budget for FY 1993 adjusted as necessary for <br /> changes, analyses indicated present rates deficient about 4%, (2) <br /> no rate increase since 1989, and (3) the analyses indicated Medium <br /> General Customers (metered demand) and COG rates indicated no <br /> increase needed. Mr. Saffer stated based upon guidelines provided <br /> by the SMEU Board the $440,000 increase was spread to all the other <br /> classes proportionately. This resulted in an approximate 4% <br /> increase to each of those classes. Mr. Saffer stated that they <br /> rolled the twelve months projected purchase power cost into the <br /> basic rates. This gives a better and more equitable recovery of <br /> our purchased power cost through our base rates. Mayor Morris <br /> stated we have a potential for an average of a 4% increase passed <br /> on to the customers including the city operation. Can you define <br /> any specific areas within the system where the cost of doing <br /> business has increased to warrant this. Mr. Saffer stated that he <br /> had not prepared a comparison by various accounts. Mr. Saffer <br /> stated our sales in 1993 are lower than our sales were in 1989. <br /> Therefore the cost themselves may not have changed its just the <br /> level of revenues that we are getting. Mayor Morris stated so we <br /> are making up for two things; reduced revenues and for an increase <br /> in the cost of doing business. Mr. Saffer stated our overall <br />
