Mr. Plummer called the meeting to order at 7:30 p.m. , Mr. Plummer introduced a ten-minute citizen comment period with the city Council. R. G. Phillips advised the Council the SMEU rate is too high. Reverend Herman Foster, Chair of the Hill Country Chapter of the NAACP, gave the City Council a resolution in support of the current at-large election system of Council Members. Mr. Plummer introduced for consideration approval of an appointment to the Zoning Board of Adjustments and Appeals. Mr. Hart moved to appoint Sharon Krebs, which passed unanimously. Mr. Plummer introduced a public hearing and adoption of a Resolution¡ the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS¡ TEXAS¡ AMENDING THE FUTURE LAND USE MAP OF THE MASTER PLAN OF THE CITY¡ FROM LOW DENSITY RESIDENTIAL TO PUBLIC FOR LOT 38 OF BLOCK A¡ PARKLANE GARDEN HOMES SUBDIVISION, PHASE II AS RECORDED IN VOLUME 5, PAGE 265 OF THE HAYS COUNTY PLAT RECORDS AND LOT 59 OF BLOCK A AND LOT 33 OF BLOCK B OF THE $UNRIDGE P.U.D. SUBDIVSION AS RECORDED IN VOLUME 4¡ PAGES 309-311 OF THE HAYS COUNTY PLAT RECORDS¡ AND DECLARING AN EFFECTIVE DATE. I Mr. Plummer opened the public hearing and asked if anyone wished to . speak for or against the amendment. No one did, so Mr. Plummer . closed the public hearing. Mr. Hart advised he would not vote on Items 5, 6.A., 6.B. and 6.C. because he had a conflict of interest with the applicant. Mr. Moore moved for adoption of the Resolution and Mr. Cox seconded the motion. On roll call the following vote was recorded: AYE: Moore¡ Mooney, Cox, Plummer. NAY: None. ABSTAIN: Hart, Guerra. * Mayor Morris not present at this meeting; Mr. Guerra present at 7:34 p.m.
