Call To Order <br />With a quorum present, the packet meeting workshop of the San Marcos City <br />Council was called to order by Mayor Guerrero at 12:02 p.m. Friday, July 31, <br />2015 in the City Council Chambers, 630 E. Hopkins, San Marcos, Texas 78666. <br />Council Member Prather and Council Member Prewitt arrived after roll at <br />12:10 p.m. <br />Present: 5 - Mayor Daniel Guerrero, Deputy Mayor Pro Tern Shane Scott, Mayor Pro -Tem <br />Jude Prather, Council Member Lisa Prewitt and Council Member Jane Hughson <br />Absent: 2 - Council Member John Thomaides and Council Member Ryan Thomason <br />1. Receive a Staff presentation and hold discussion regarding a possible amendment to <br />Chapter 74 of the City Code to include a new Article 6 that allows for Sidewalk Caf6s, <br />Parklets, and Similar Uses of Public Rights -of -way and associated fees, and provide <br />direction to Staff. <br />Shannon Mattingly, Director of Planning and Development Services, led a <br />discussion and provided a presentation regarding possible amendments to the <br />Ch. 74 of the City Code by including a new Article 6 that would allow for <br />Sidewalk Cafes, Parklets, and similar use of rights of ways. Council requested <br />to see options regarding the expansion of Conditional Use Permits for the <br />serving of alcohol. There will not be a 12 month pilot period for sidewalk cafes <br />like there will be for parklets. Council requested that there not be any <br />advertisement or signage allowed on umbrellas in sidewalk cafes and that Staff <br />provide regulations regarding the bolting and anchoring of furniture or <br />fixtures. <br />2. Consider Staff briefing and Council Member discussion and questions regarding items <br />on the agenda for August 4, 2015 Regular City Council Meeting, to wit Items (3 -18). <br />3.
