21 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, NOVEMBER 8, 1993 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tem Bill Plummer Council Members * Billy G. Ron Patterson Director of Library Stephanie Langenkamp Director of WIC Eddie Ortega Director of Parks and Recreation Rodney Cobb Director of Airport Jack Doughty Police Chief Larry' Kendrick Fire Chief Dan O'Leary Also Present: Collette Duran, Reed Parr, Julie Speedy, Rick Fisher, Ofelia Vasquez-Philo, Joe castillo, Melissa Millecam, Collete Davis, Bruce Harper, Cheryl Pantermuehl, Allyn Gill, Phil Nabors, John Holterman, Jane Hughson, Reesa Boyd, Maude Ogle, Monty Nitchalous, Wenton Porterfield, John Anderson, Dr. Greg and Mrs. Moore and others. Mayor Morris called the meeting to order at 7:30 p.m. , Mayor Morris introduced the citizen Comment Period with the City Council. Sue Hoover signed the sheet to speak but was not present at the time her name was called to speak. Jane Hughson expressed opposition to the City spending $100,000.00 towards the renovation of the old church building and felt the money could be better spent elsewhere. Philip Contreras stated he is an attorney representing Dr. Richard Neuman who is negotiating with the Romanian Government to build sail planes and water gliders. He stated our airport is in conflict with what the Federal Government allows, and the Airport commission prohibits San Marcos from receiving this enterprise. He suggested the city do further study and reconsider this matter. Mr. Gilley was directed to speak further with Mr. Contreras and advise the Council (Mr. Moore present at 7:34 p.m.). Mayor Morris introduced for consideration approval of the appointment of a citizen to chair the Master Plan Update citizen's Advisory Committee and to sit on the Master Plan Steering Committee. Mr. Patterson advised the Council appointments would be made by them and a broad representation of the community needs to be represented. The Steering Committee will make recommendations. It was consensus of the Council to allow the Chair to be decided upon by the steering Committee. Mr. Moore moved Dr. Frank Rich be appointed to serve on the steering Committee and Mr. Mooney seconded the motion, which passed unanimously. Mayor Morris introduced a public hearing and adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE .CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE FUTURE LAND USE MAP OF THE MASTER PLAN OF THE CITY, FROM HIGH DENSITY RESIDENTIAL TO PUBLIC FOR 0.146 AND 0.213 ACRE TRACTS OUT OF BLOCK 13 IN THE LINDSEY & HARVEY ADDITION, IN THE CITY OF SAN MARCOS, HAYS COUNTY, TEXAS, LOCATED AT 325 AND 329 NORTH STREET, AND DECLARING AN EFFECTIVE DATE. * Mr. Moor~ pr'es,ent at 7: 34 p. m. and Mr. Guerra present at 8:06 p.m.
