<br />24 <br />Regular Meeting November 8, 1993 Page 4 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, APPROVING THE PURCHASE OF NINE POLICE PURSUIT VEHICLES <br /> FROM CAPITOL CHEVROLET THROUGH THE STATE GENERAL SERVICES <br /> COMMISSION; AUTHORIZING THE CITY MANAGER TO EXECUTE PURCHASING <br /> DOCUMENTS WITH THE STATE ON BEHALF OF THE CITY AND DECLARING AN <br /> EFFECTIVE DATE. <br />Mr. Moore moved for adoption of the Resolution and Mr. Plummer <br />seconded the motion. Chief Kendrick advised the Council the new í <br />vehicles would be used as follows: 5 for the new police officers, 1 <br />for a sergeant position and 3 would be replacement fleet vehicles. <br />Mr. Hart asked Mr. Gilley how these prices would compare with <br />bidding. Mr. Gilley stated that process would involve preparing <br />specifications and bidding to ascertain what prices would be <br />received and felt the City could not compete because of the volume <br />involved, but that Staff could review the matter. The Council voted <br />unanimously for adoption of the Resolution. <br />Mayor Morris introduced for consideration Item 10.C.(6) removed from <br />the consensus agenda, adoption of a Resolution, the caption which <br />was read as follows: <br /> RESOLUTION DIRECTING PUBLICATION OF NOTICE OF~INTENTION TO <br /> ISSUE CERTIFICATES OF OBLIGATION (COMBINATION TAX AND REVENUE <br /> CERTIFICATES OF OBLIGATION NOT TO EXCEED A TOTAL MAXIMUM <br /> PRINCIPAL AMOUNT OF $1,500,000.00 FOR RENOVATING AND REPAIRING <br /> EXISTING MUNICIPAL BUILDINGS). <br />Mr. Guerra moved for adoption of the Resolution and Mr. Mooney <br />seconded the motion. Mr. Gilley reviewed with Council proposed uses <br />and costs for the renovated areas as follows: Old PD - locate PARD <br />and Health Departments, Old Church - for teen and senior citizen <br />activities, Old Library - need to decide - one recommendation is to <br />place WIC and lease Community Action'space, CAD (Mun. Bldg.) - locate <br />utility Department with one drive-through location for utility <br />bills, Rio Vista - locate Park Police Reserves, Holland Street Fire <br />station - for EMS use. Mayor Morris stated she would like to see <br />Police Officers as well as Reserves at Rio vista. Mayor Morris <br />stated when Mr. Price donated the Old Church to the city, he asked <br />the building be used for youth and senior citizens to have a place <br />to hang out. Mr. Moore stated he thought the Old Church could be <br />used as a youth hangout. Jane Hughson stated she is opposed to the <br />city spending money on the Old Church and thought it could hurt a <br />future bond sale for a multi-purpose facility after the expenditure <br />of funds on renovating the Old Church. Joe castillo stated the Task <br />Force want recreation and convention facilities to remain separate. <br />The Council and Task Force will hold a joint Workshop in the near <br />future. Betty Banks stated she thought the Old Church would make a <br />neighborhood center but that the city still needs to look at <br />building a multi-purpose or separate facilities. She did not think <br />the city should spend funds to renovate the Old Church. Rick <br />Fisher, bond counsel, stated bond funds could be used to construct a <br />new building if the language was added to the Resolution attachment. <br />Mr. Cobb stated the Old Church would not be used as a recreation <br />center. He has worked with Youth Services Bureau and Drug Free and <br />thought the building could be used for counseling, a hangout with <br />some supervision and some tutoring. Grants have been applied for to <br />provide computer hookups, and it is his intent to renovate and put <br />the building into operation this year. Ofelia Vasquez-Philo stated <br />the community Action Board has directed she seek a new loc~tion for <br />Community Action and is interested in leasing space in the Old <br />Library primarily for administrative and some client referral <br />activities. Mr. Mooney expressed interest in considering the sale <br />of the Old Library with the funds put towards a new convention <br />center. It was consensus of Council to go with the Staff's <br />recommendations for renovation. Mr. Moore asked Mr. Gilley about <br />the proposal of a short-term debt for payment of the renovations. <br />Mr. Gilley has recommended a ten-year payout. The Council requested <br />information on a seven-year payout be provided. On roll call the <br />following vote was recorded: <br />
