<br /> 45 <br />Regular Meeting September 13, 1993 Page 3 <br />Mayor Morris introduced for consideration approval of the use of <br />$24,790.00 in contingency funds for the emergency purchase of lift <br />station pumps for the Public Works Department. Mr. Cox moved for <br />approval and Mr. Moore seconded the motion, which passed <br />unanimously. <br />Mayor Morris introduced a discussion regarding the extension of <br />hours of the sale and consumption of alcoholic beverages in the City <br />of San Marcos. Mike Capps provided the Council with a copy of a <br />letter from the Downtown Association supporting the change. He <br />stated their business does not begin until 10:00-10:30 p.m., and <br />their patrons go on to Austin. He stated they take care of their <br />patrons watching them and offering rides homes if needed. Kenneth <br />Manning stated patrons migrate on to Austin after 11:00 p.m. He <br />stated this will enhance revenue in San Marcos to extend the ~ime. <br />He stated they can control people in their business and want a trial <br />period. Johnny Finch stated he thinks an agreement can be worked <br />out with common sense. He stated this is a business and wants it to <br />be looked at as such and for a decision not to be reached based on <br />emotion. Mayor Morris suggested the Council could adopt an Ordinace <br />with an ending date in three months as a trial period. Mr. Moore <br />was in favor of a period to allow these businesses to show' <br />responsibility. Mr. Cox wanted to know what the Police Department <br />thought. Chief Kendrick was not in favor of extending the time and <br />stated he did not think government should subsidize an increase in <br />alcohol consumption, as it would not be good business. He stated if <br />the Council wants to extend the time, the Police Department will <br />manage what is necessary (Mr. Guerra present - 8:23 p.m.). It was <br />consensus of Council not to extend the time. <br />The Council returned to Items 4.D., 7. and 8. Mayor Morris <br />introduced for consideration approval of one appointment to the San <br />Marcos Electric utility Board. Mr. Moore moved to reappoint J. E. <br />Younger and Mayor Morris moved to appoint Betty Jane Kissler. On <br />roll call the following vote was recorded: <br /> Younger: Moore, Cox. <br /> Kissler: Mooney, Hart, Morris, Guerra, Plummer. <br /> Abstain: None. <br />Ms. Kissler will be the appointment to the SMEU Board. <br />Mayor Morris introduced for consideration Item 7, adoption of an <br />Ordinance on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, ADOPTING A BUDGET FOR THE FISCAL YEAR BEGINNING ON <br /> OCTOBER 1, 1993, AND ENDING ON SEPTEMBER 30, 1994, REPEALING <br /> ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE; AUTHORIZING <br /> TRANSFERS OF FUNDS WITHIN DEPARTMENTS WITH THE APPROVAL OF THE <br /> CITY MANAGER, AND DECLARING AN EMERGENCY. <br />Mr. Guerra moved for adoption of the Ordinance on emergency and Mr. <br />Hart seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration Item 8, adoption of an <br />Ordinance on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, SETTING THE TAX RATE FOR THE 1993 TAX YEAR; LEVYING <br /> TAXES FOR THE USE AND SUPPORT OF THE MUNICIPAL GOVERNMENT OF <br /> THE CITY FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1993, AND <br /> ENDING SEPTEMBER 30, 1994, PROVIDING A SINKING FUND FOR THE <br /> RETIREMENT OF THE BONDED DEBT OF THE CITY, AND DECLARING AN <br /> EMERGENCY. <br />Mr. Moore moved for adoption of the Ordinance on emergency and Mr. <br />Mooney seconded the motion, which passed unanimously. <br />The Council moved to Item 12. Mayor Morris introduced for <br />consideration approval of minutes of the Regular Meeting held August <br />23, 1993, Special Meeting held September 1, 1993 and Special Meeting <br />
