Mr. Plummer opened the <br />public hearing and asked if anyone wished to speak. Mr. R.G. <br />Phillips addressed the Council with the following questions: <br />1) Total amount of increase in electricity, 2) CAD reappraisal of <br />City properties, 3) Amount of cash in reserve and how is it <br />invested, 4) What efforts has the city made to increase <br />efficiency in management, 5) When will the funds be received for <br />the people in the barrios, 6) When will the City rebuild <br />Hutchison Street from Comanche to L.B.J. Drive? Mr. Moore <br />suggested Mr. Gilley address these questions. Mr. Plummer asked <br />if anyone else would like to speak on the public hearing. No one <br />did, so Mr. Plummer closed the public hearing. Mr. Plummer asked <br />Mr. Gilley to respond to Mr. Phillips questions. Mr. Guerra <br />stated the questions regarding the CAD should be addressed to Mr. <br />Baccus. Mr. Moore stated the CAD had completed all its <br />reappraisals of the property values in San Marcos and virtually <br />all of Hays County; however, the area o£ agricultural open space <br />was still unstable. Residential in San Marcos appraised at 97 <br />and 100 percent of actual value of comparable sales. Mr. Moore <br />also stated there would be a spot check reappraisal next year and <br />a full reappraisal of the entire county the following year. Mr. <br />Gilley stated the wholesale cost of electricity, the base rate, <br />was set by the Public Utility Commission; however, the <br />fluctuations in the cost of wholesale power seem to be based on <br />fuel cost. Mr. Gilley stated this represents the only rate <br />increase the City has had in several years and represents only a <br />2.8% overall rate increase. Mr. Gilley also stated the City of <br />San Marcos rates among the lowest utility rates in the State of <br />Texas. Mr. Gilley stated in regard to how much money was in <br />reserve, the proposed fund balance for all funds on September 30, <br />1994 would be approximately $11.5 million. Mr. Gilley said the <br />efforts to improve the management practices, was an ongoing <br />* Mayor Morris and Janis Womack were not present at this meeting. <br />
